With the continuous changes of China’s market economy and the continuous progress of society,local refining enterprises(hereinafter referred to as local refining enterprises)are facing increasingly fierce competition due to various factors such as capacity integration,"double control" index of energy consumption and clean production.The petrochemical industry of sulfur,chlorine content of crude oil,refined oil quality upgrade and the old and the new kinetic energy conversion in the particular,elongated gradually transforms the high-end petrochemical industry chain,build the core competitiveness of enterprises,from petroleum refining to fine chemical,adjust the industrial structure and processing plan,improve the efficiency of processing find the transformation and upgrading development issues as the important support of enterprise competitiveness.The traditional crude oil processing mode can no longer resist the fierce market competition.Local refiners need to re-choose and scientifically formulate the transformation and upgrading path if they want to achieve long-term development.Therefore,this article selects SDHF petrochemical company as the research object,analyzes the present SDHF petrochemical company development situation and the existing situation of the implementation of the transformation and upgrading strategy,and USES the method of AHP and FCE,risky,diversity,for-profit three criterion layer and 12 indicators index build a comprehensive evaluation index system,aiming at SDHF petrochemical company business transformation and upgrading of the total cost leadership strategy implementation effect assessment,the study found that: overall,SDHF petrochemical company transformation and upgrading of the total cost leadership strategy implementation effect level is in the "general" rank.Then company SDHF transformation and upgrading to develop competitive advantages and disadvantages and opportunities facing the challenge of SWOT analysis,and according to the SWOT analysis combined with quantitative analysis of the implementation of the results it is concluded that the present stage SDHF petrochemical company is the total cost leading development strategy of transformation and upgrading has reached the bottleneck for further SDHF transformation and upgrading of petrochemical companies to optimize design from the perspective of implementing differentiation strategy,and put forward the full use of capital operation,using the scientific human resource management concept,building perfect talent allocation mechanism,the strengthened enterprise financing and implementation of modern management,five protection measures such as optimizing Chai Qibi advice,In addition,it provides support for promoting the healthy and sustainable development of SDHF company transformation and upgrading.
