| Since the 18 th National Congress of the Communist Party of China,great progress has been made in poverty alleviation in China.The poverty-stricken population in rural areas has been greatly reduced,the speed of taking off hats in poverty-stricken counties has been accelerated unprecedentedly,the overall regional poverty has been significantly reduced,and the achievements in poverty alleviation in poverty-stricken areas have been remarkable.But reducing or eliminating poverty is a long-term and arduous historical task,which needs long-term persistence and action.With the phased victory of poverty alleviation and the realization of the great goal of building a moderately prosperous society in an all-round way,China’s poverty governance is about to enter the post poverty alleviation era,which means that China’s poverty alleviation work is facing new problems and challenges again.Therefore,how to continuously,effectively and stably consolidate the achievements of poverty alleviation and comprehensively promote rural revitalization and socialist modernization has become an important problem to be solved by Party committees and governments at all levels.From targeted poverty alleviation to poverty alleviation,and then to building a well-off society in an all-round way by 2020,ethnic minority areas have always been one of the main gathering places of poor people,and also one of the core battlefields in the field of poverty alleviation in China,occupying an important position in China’s poverty alleviation work.In the crucial period of building a well-off society in an all round way and the decisive stage of the decisive battle against poverty,this article selects Salar Autonomous County of Xunhua as the research object.Based on Xi Jinping’s theory of poverty management in the new era,Amartya Sen’s theory of poverty of rights,equity theory and sustainable development theory,the paper adopts field investigation,literature research and case analysis.The purpose of this paper is to find out the problems and deficiencies in the process of governance,and to put forward countermeasures and suggestions for the next step of poverty alleviation and county governance based on the actual development of the countyXunhua Salar Autonomous County was once one of the Poverty-stricken Ethnic Minority Counties in China.From the first poverty-stricken county of ethnic minorities in China in 2017 to achieving a well-off society in an all-round way on schedule by 2020,Xunhua Salar Autonomous County has broken throughthe weak links,brought its natural advantages into full play,and created a unique road to poverty alleviation and prosperity with ethnic characteristics,which has set an example for other ethnic minority areas in China.This paper first analyzes the work measures of the county since poverty alleviation from four aspects of industrial development,endogenous power,public service and government operation,and then summarizes the poverty governance results of the county from the measures,process,effectiveness and highlights.It is found that in the process of consolidating and improving the poverty alleviation achievements,the county is faced with the problems of improving the efficiency of government operation,the long-term development of poverty alleviation industry,and the imbalance of poverty alleviation quality,which are specifically reflected in the quality of government human resources,the government’s special business capacity,innovation and adaptability,emergency management capacity,industrial development type,industrial aftereffect,industrial supporting facilities and county resource development Development,the feasibility of the masses and so on.Finally,based on the post poverty alleviation era,this paper puts forward that Xunhua Salar Autonomous County should focus on the allocation of government resources,industrial development foundation,consolidation of poverty alleviation measures and other aspects to improve the county’s poverty alleviation achievements and promote rural revitalization. |
