Since 2020,the stage of poverty relief in China has changed from overall poverty relief to prevention of returning to poverty.This paper takes the long-term effective mechanism to prevent the return to poverty in Damao banner as the research object,and uses the literature research method to explore the risks of preventing the return to poverty in the post-anti-poverty era in Damao banner,and analyzes the causes of the risks,based on Marxism’s Anti Poverty Theory and Participatory Help Theory,this paper sums up the measures taken by Damao banner to prevent the return to poverty from the perspective of help subject and object,and uses questionnaire survey method,this paper analyzes the problems existing in the construction of long-term effective mechanism to prevent returning to poverty in Damao County.In the process of building a long-term mechanism to prevent returning to poverty,due to the different conditions such as the sound level of infrastructure,the level of social and economic development,and the Human Environment,therefore,it is difficult for the government to construct a universal long-term mechanism to prevent the return to poverty in the whole country,which requires us to conform to the actual situation in the process of constructing a mechanism to prevent the return to poverty in the post-poverty era,after analyzing the process of helping the poor in Damao County,the main body of helping has a poor sense of crisis,a poor understanding of the concept of relative poverty,and a poor coordination between the main body and the object of helping,four points are that Damao banner is easy to lead to the main risk of returning to poverty.By applying the Marxist anti-poverty theory,the poverty vulnerability theory and the Participatory Poverty Reduction theory,this paper sorts out the causes of themain risk of returning to poverty in Damao banner,the main causes of returning to poverty are that the comprehensive quality of the main body of helping is not uniform,the ideology and knowledge can not keep up with the development stage of helping the poor,the coordination between the subject and the object is poor,and the lack of a more complete mechanism to prevent returning to poverty.In order to construct a long-term effective mechanism to prevent the return to poverty in Damao Banner,through interview records with individual helping subjects and cadres,we understand the current situation of production and life of the people living near the poverty line from the perspective of helping subjects and objects,based on the national experience in preventing the return of poverty,this paper concludes that the establishment of a long-term mechanism to prevent the return of poverty in this region should be considered from the perspective of establishing a mechanism to prevent the return of poverty,including the investment and supervision mechanism of poverty relief funds,infrastructure construction,social security system construction to improve the mechanism.In addition,we should deepen the cultivation of endogenous driving forces,establish a virtuous circle mechanism,further develop the circular economy,involve the people from the poverty-stricken fringe in industrial development,and gradually strengthen the endogenous growth power.Finally,from the aspect of strengthening the government ’ s macro-coordination mechanism,it is necessary to strengthen the government ’ s leading role,continuously introduce and apply high and new technologies,continuously deepen the building of professional anti-poverty teams,and strengthen the management,control and supervision of anti-poverty funds,finally,a long-term effective mechanism to prevent poverty return should be established in accordance with the actual situation of Damao county.
