China produces a large number of crop straw and livestock manure resources every year,but the recycle rate to farmland of these organic nutrient resources is less than 40%.It will not only cause the waste of nutrient resources,but also bring the pollution of agricultural production environment.Excessive fertilization is common in vegetable production.The technology of substitution for chemical fertilizer by organic fertilizer?SCFOF?can effectively promote the use efficiency of chemical fertilizer and realize the efficient utilization of agricultural waste nutrient resources.In 2017,the Ministry of Agriculture and Rural Affairs launched the action plan of substitution for chemical fertilizer by organic fertilizer using in fruit,vegetable and tea.Farmers are the main body of decision-making and implementation of fertilization behavior.To a large extent,the extension and implementation of the technology of SCFOF depends on the willing to pay of farmers.There is less information avaliable on willing to pay?WTP?and the level of payment of farmers to accept the technology of SCFOF in vegetable crops,and it's influencing factors.The study estimates the situation of organic nutrient resources and analyze the bottleneck of the development of organic fertilizer industry in China based on the literature review and the investigation with the researchers and farmers.We developed a farmer household survey and gathered 447 effective responses of vegetable growers in Jinxiang County,Shandong Province;Daxing District,Shunyi District,Beijing;Huaiyuan County,Funan County and He County,Anhui Province.The Binary Logistic model and Tobit model were employed for the study.The objective is to reavel the factors that affect vegetable farmers'WTP and the value of WTP.The main research results are as follows:?1?It is estimated that total nutrients of nitrogen,phosphorus and potassium in organic fertilizer resources in China amounts to 64.4million t,including 26.7,9.5 and 28.3 million t of N,P2O5 and K2O.Total nutrients of nitrogen,phosphorus and potassium in straw resources amount to 22.1million t,including 8.1,2.5 and 11.5 million t of N,P2O5 and K2O.Total nutrients of nitrogen,phosphorus and potassium in livestock manure resources amount to 40.7million t,including 17.8,6.9 and 16.0 million t of N,P2O5 and K2O.?2?Regarding the bottleneck of the development of organic fertilizer industry in China,there are three"no"status for farmers as the demand side of organic fertilizer,:unwilling to use,unable to use and dare not to use.The fertilizer enterprises asthe supply side can not offer insufficient services and known brand productsto farmers,,and theprocess ability and production technologies of enterprises has not yet meet the market demand.?3?In the survey area,vegetable growers had a high degree of recognition for the technology of SCFOF.77.2%of the surveyed farmers showed WTP and the average value of WTP is about 31.20 RMB/666.7 m2.?4?Vegetable growers'WTP for the SCFOF technology is significantly affected by the proportion of farmers'vegetable planting income,the price of vegetables after using the technology,supporting facilities,fertilization guidance and the subside for demonstration.The number of family labor force,the knowledge of the technology in improving environment and vegetable quality,the price of vegetables after using the technology,difficulty in obtaining organic fertilizer,fertilization guidance and the subside for demonstration county had significant effects on the value of WTP.It is suggested that that the increase of profit brought by technology and technical guidance would play an important role on vegetable growers'WTP for the SCFOF technology.The government should realease the technical guidance to improve the awareness on the roles of the SCFOF technology in agricultural green development and to promote farmers to invest the technology.It is important to support the subside to ensure farmers'income when adopting the SCFOF technology.The results provide some guidance for the demonstration and policy making of the technology of SCFOF.
