Research On The Factors Influencing The Landing Speed Of PPP Projects In China

As China's economic development enters a new normal,the government is facing functional transformation,and the promotion of the PPP is an important way to assist the transformation of government functions.Since 2014,the Ministry of Finance and other departments have introduced a number of policies and measures to promote the development of PPP.Encouraged and guided by policies,local governments have cooperated with the social capital through public bidding and other methods.The development of PPP projects in various places is in full swing,and the development of PPP has entered a brand-new period.At the same time,the landing progress of PPP projects in different regions is uneven,and some projects have not been able to be landed after the launch,which affects the project's socio-economic benefits.Some projects lack scientific and reasonable planning and demonstration.They just rushed to respond to the call to promote PPP.It is likely that the project failed due to insufficient preparatory work.Therefore,it is very important to properly control the landing progress of PPP project to promote the successful landing of the project and generate social and economic benefits.Based on this,this paper constructs a Hierarchical Linear Model(HLM)to study the influencing factors of the PPP project landing speed.This article is divided into six chapters,and the specific arrangements are as follows:The first chapter is the introduction.The introduction explains the research background and significance of this article,gives a brief overview of the main content and methods used in the article,and points out the innovations and shortcomings of this article.The second chapter is a literature review.It is mainly divided into three parts.The first is to sort out and summarize the literature on the landing of PPP at home and abroad.The second is to sort out and summarize the literature on the application of Hierarchical Linear Model.The third is a comment on the literature.This chapter is to lay a foundation for the research topic of this article.The third chapter is theoretical analysis.Firstly,the concepts of PPP and PPP landing are explained,and then the theoretical basis of the research conte nt of this article is introduced.Then,a theoretical model of PPP project landin g is constructed based on the existing research,and the related influencing fact ors are analyzed theoretically.Finally,it briefly analyzes the necessity of prom oting the implementation of PPP projects.The fourth chapter is the status quo analysis.First,sorting out China's policies related to PPP development and implementation since 2014.Then it analyzes the landing speed of PPP projects from regional-level and project-level.This chapter provides a realistic basis for the subsequent empirical analysis of the paper through the analysis of the status of PPP project implementation.The fifth chapter is empirical analysis.This section introduces the basic principle and analysis steps of the hierarchical linear model,builds an empirical analysis model for this article,and uses the relevant data to obtain empirical results.Finally,The article analyzes internal and external factors affecting the landing speed of PPP project.The sixth chapter is conclusions and suggestion.Based on the previous chapters,the conclusions drawn from this study are summarized and corresponding policy suggestions are proposed accordingly.This paper uses a Hierarchical Linear Model to study the factors affecting the landing speed of PPP projects from both the project and regional levels.The advantage of using this model is that it can distinguish project-level and regional-level factors and consider the adjustment effect of regional factors on project factors.Because the project is in a region,and there are obvious levels of the data.The results show that the landing speed of PPP projects is affected by both project-level and regional-level factors,and regional-level factors have cross-layer adjustment effects on project-level factors.Therefore,when the local government controls the landing speed of PPP project,it is necessary to consider both the project's own factors and the actual situation of the region.According to the actual situation of the region,the cooperation period,procurement method,and operation method of the proposed PPP project can be reasonable planned and designed,thus under the premise of ensuring the quality of the project,the project is able to land and produce social and economic benefits as soon as possible.In addition,local governments should also strengthen their own capacity,improve their own planning and coordination capabilities and make efforts to create a better market environment.In this way,the project can be run in an orderly manner.
