A Case Study Of The Landing Failure On The Public-private-partnership Project Of Dalian International Automobile Sports Park

In recent years,with the vigorous promotion and support of the state,all parts of the country and all society circles have actively explored and implemented the mode of PPP(Public-Private-Partnership).It is a great innovation for public infrastructure and major innovative financing and supply mechanism of public service with the promotion and application of PPP.And also,it is very important to promote the supply side structural reform,increase effective supply,inplemnt innovation driven development strategy,promote public entrepreneurship,cultivate new economic development power and promote the steady growth.While it has important significance to make up the short board,expande employment and improve people’s livelihood.Therefore,PPP has become a new model advocated and encouraged by the state and local governments.In recent years,China’s PPP project has achieved rapid development,the rapid increase of the project,the continuous expansion of the scale,the expansion of the scope of application,making the study of PPP is particularly important.However,in the actual promotion of PPP project,due to the lack of practical experience of the relevant government departments and social capital,many PPP projects encountered many problems in the process of landing,and finally failed.This paper aims to analyze the typical case of Dalian International Motor Sports Park PPP project,applying the research method of literature research method,case study method,investigation and comparative research methods,summed up the project encountered in the landing process obstacles,and through the analysis of the universality of the problem,summarizes the obstacles and problems of current PPP project in recognition of the preparatory phase,so as to find out the countermeasures,hoping to give some suggestions to improve the landing rate of the PPP mode,and expand its scope of application,so as to improve our country public product and public service supply efficiency and quality,the innovation of social capital into the field of public service system and mechanism.
