Since the reform and opening up, China’s economic has have a rapid development. But at the same time, labor income has not been improved, on the contrary, its share is falling, which makes against to the upgrading of economic transformation and social harmony. Practices in western developed countries have confirmed that, collective bargaining not only be able to enhance labor income, but also can defuse conflicts between capitalists and labors before their relationships deteriorate. Collective wage negotiation system in our country, which is based on western collective bargaining, was constructed in1990s.In this paper, we will combine the improvement of collective consultation with the advance of labor income and economic transformation. Both from the perspective of theoretical analysis, and empirical analysis which combine SFA with Malmquist Index, we find that the declining weight of labor earnings in national income seriously restricts economic transition in the last decade. Collective wage negotiation system, which allows differences between areas, industries and enterprises exist, is an addition and adjustment to the current income distribution system, involving many factors. The actuality shows that, institutional environment, government management, the function of labor union, enterprise incentive, workers’cognition and bargaining power need to be improved, though accomplishments already made are admirable.Based on comparison and learning of well developed theories and practices, considering the actual conditions of our country, we put forward some feasible suggestions in three aspects, namely, government, trade unions and enterprises. To provide better services for the collective wage consultation, the government is responsible for following fields:improvement of laws and regulations, supply of instructional information, modification of measurable indicators to trade unions’ work, promotion of the property right reform of state-owned enterprises. Enterprises can enhance workers’collective identity and enthusiasm by the way that make enterprises’affairs public or carry out workers’ conference institution or ESOP, which can balance bargaining power of both sides. In order to improve the quality and level of collective wage negotiation, trade unions are responsible to innovate manners of work, which includes socialization of chairman selection and the way of rights defending.
