Research On The Development And Perfection Of Mutual Assistance For The Aged In Rural Areas In China

With the rapid development of China’s economy and the intensification of social change,the increasingly serious aging makes the problem of rural old-age pension difficult to become a social focus.Under the severe situation of the old-age support,a new bottom-up old-age support model,the rural mutual assistance old-age support model,emerged as the times require.This model integrates the rural endowment resources,re-entrusts social responsibility to the elderly,opens up a new situation of endowment in rural areas with the characteristics of low cost and wide coverage,innovates the way of endowment in rural areas,and has been popularized in a wide range of rural areas throughout the country.In order to dig out the internal motive force of the development of rural mutual support for the aged,this paper traces back to the evolution history of mutual support for the aged,introduces the idea of mutual support for the aged with a profound historical and cultural foundation in China,and several ways of providing for the aged from ancient to present.As a new mode of rural old-age care,mutual welfare homes have become the main carrier of mutual pension.The author takes Inner Mongolia B Town Mutual Aid Happiness Hospital as the research object,through questionnaire survey and in-depth interviews,carries out a comprehensive evaluation of the operation effect of B Town Mutual Aid Happiness Hospital.According to the survey,we found that the poor implementation effect,weak development in the later stage,low recognition rate of the model,unclear division of powers and responsibilities,and formalization of mutual assistance in the development process led to the inadequate development of the model.After analysis,the author concludes that the causes of the above problems lie in the lagging management concept,unstable financial support,deep-rooted traditional filial piety culture,imperfect legal system construction,lack of standardized guarantee of mutual service and so on.On this basis,the author puts forward suggestions from reshaping the service management concept,improving the fund guarantee mechanism,respecting the cultural and psychological characteristics of the Chinese people,strengthening the institutionalized legal construction,enhancing mutual service awareness and water equality.It is hoped that this study can provide some reference for the establishment and development of a long-term mechanism of mutual support for the elderly in rural areas,and promote the sustainable and healthy development of mutual support for the elderly in rural areas.
