A Study On The Operation Status Of Rural Elderly Day Care Center From The Perspective Of Positive Welfare

On March 5,2019,Premier Li Keqiang made a government work report at the second meeting of the 13 th National People's Congress.The report pointed out that China's population over 60 years old has reached 250 million,and it is necessary to vigorously develop old-age care,especially community care services industry.The above content not only emphasizes the severe old-age situation facing China,but also points out the important role of community support for the elderly in solving current supporting problems.The issue of old-age care concerns the vital interests of the people.With the weakening of the family supporting function and the deep development of the urbanization process,this problem is extremely serious in rural areas.Compared with the urban old-age service industry,the old-age care model based on the day care center in rural areas has very limited supply of old-age care services,which seriously restricts the improvement of the quality of life of rural elderly.Therefore,this paper takes the aging population as the background,takes the rural day care center as the research obJect,and takes the positive welfare theory as the theoretical support,and focuses on exploring the main operation status of the current rural day care center,and actively supports the good performance.To make serious feedback on the shortcomings and make reasonable suggestions,in order to achieve the benign operation and good development of the rural day care center.This paper firstly combs the relevant literature and main viewpoints of scholars at home and abroad in the research of day care center,and uses this as a reference to determine the research direction and explore the problem.Secondly,J City was selected as the research obJect.By introducing the population structure,economic development status and the development status of the day care center in J City,the necessity and superiority of J City'sdevelopment of day care center were clarifieD.In addition,in order to better grasp the operation status of rural day care center in J city,this paper uses literature research method,questionnaire survey method and in-depth interview method to collect datA.Thirdly,the statistical analysis of the obtained data includes a percentage description of the main variables,and the correlation with the overall satisfaction is analyzed from the two aspects of the sample's own characteristics and family characteristics.On this basis,the problems of the rural day care center in J City and its causes are analyzed in detail by means of positive welfare theory.Finally,with the positive welfare theory,the demand hierarchy theory and the multi-center governance theory as the starting point,the active welfare theory is selected to improve the operation status of the rural day care center.First,the positive welfare concept is used as a guide to establish pluralism.Second,the multi-happiness concept as a guide to form a variety of service supply models;third,to promote the development of excellent human resources under the guidance of the social investment concept;fourth,guided by the concept of power and responsibility,strictly Control the quality of service.
