The aging of the population is a major social problem facing China nowdays,and the accompanying phenomena of "getting old before getting rich" and "empty nesters" seriously hinder the social development.According to statistics,the number of people aged 60 and above reached 230.86 million in 2016,accounting for 16.7% of the total population.It is estimated that by2020,the elderly population will reach 255 million,with the aging level reaching 17.8%.By 2025,the number of people over the age of 60 will reach300 million,making China a super aged country.Especially relative to the city,the rural problem is worse.70% of the population in China lives in rural areas,and the rural elderly are naturally a huge interest group and social class.However,the huge difference between urban and rural development and the imbalance between regions will inevitably have an impact on the elderly care services.For a long time,rural elderly are still the most traditional old-age care for their children.However,with the increase of migrant workers,the empty-nest phenomenon of rural elderly is serious.In order not to drag down their children,many elderly people have gradually evolved into their own old-age care.Therefore,providing a comprehensive pension system is the only way to cope with the aging trend of the population and promote the overall planning of urban and rural areas.Rural elderly support is a significant and distinct subject,which has profound theoretical and practical significance under the background of building a new socialist countryside.Relevant policies,such as the report of the 19 th CPC national congress,provide new ideas for the solution of this problem.Therefore,following the problem-oriented and demand-oriented,according to the actual situation of the two villages in southern Shanxi(i.e.survey villages),in order to seek the rural pension development opportunity,under the guidance of some basic principles to build wisdom endowment patterns,provide suggestions and ideas for the development of ruralendowment.And on the basis of assessing the possible risks encountered by this mode,corresponding feasible countermeasures are provided,trying to get through the "last mile" of rural elderly care,so as to promote the sharing of social achievements and balanced development.Besides the introduction and the conclusion,this paper is divided into four chapters.The first chapter describes the general situation of China’s aging population.It mainly includes two parts: the discrimination of relevant concepts and the background of the proposal of rural smart pension,among which the background of the proposal of smart pension includes the status quo of cities and rural difficulties,and the existing conditions for the introduction of smart pension in rural areas.The second chapter conducts a field survey on the current situation of elderly care and the demand for smart elderly care services in two villages of south Shanxi Province,and analyzes in detail the problems of the elderly in day care,medical care,mental entertainment and other aspects,hoping to provide references for the subsequent construction of smart elderly care platform.The third chapter constructs the service platform of rural smart elderly care with the concept of sharing.On the basis of the above analysis of the two villages in south Shanxi Province,the overall framework of the platform is constructed and the specific service content is elaborated with reference to the "cyberspace" theory.The cost-benefit analysis is also carried out.The fourth chapter makes a risk assessment on the rural smart elderly service model and puts forward the reference measures to reduce the risk.Finally,the conclusion and outlook,through the analysis of the full text,the feasibility and development prospects of the intelligent pension service model are prospected.In short,the solution to the problem of rural elderly support is not achieved overnight,it needs a process from quantitative change to qualitative change.The article is only standing on the shoulders of giants trying to provide a way of thinking for the elderly to promote the development of ruralelderly care and strive for an early breakthrough in rural elderly care. |
