State-owned enterprises(soes)are a special type of enterprises in China.They have been playing an important role in social and economic life.H Group Company,established in 2003,is a comprehensive investment industrial group mainly engaged in first-level land development,industrial investment,old city reconstruction,infrastructure construction and management,real estate development and operation and other businesses.In recent years,with the gradual expansion of the company's business scale,the number of employees has also increased,and the company's problems in performance appraisal have become increasingly prominent.In order to speed up the company's market-oriented transformation process,it is urgent to optimize the company's current performance appraisal system.This paper first introduces the background and significance of the research,and then introduces the overall situation of H Group in detail,combs the organizational structure of the company,and analyzes the current situation of human resources of H Group.Secondly,through interviews and questionnaires,it is found that H Group's performance appraisal system has some problems,such as insufficient understanding of performance management,unscientific appraisal process,unreasonable index system setting,and lack of application and feedback of performance appraisal results.At the same time,according to the existing problems,targeted to develop an optimization plan.One is the optimization of organization performance evaluation institutions to set up,the second is from the inspection cycle,evaluation content formulation process,evaluation process of the implementation of the supervision and feedback,performance appraisal program,the level of performance evaluation results and the evaluation of the performance appraisal process is optimized,three from two aspects of the inspection content and way of scoring optimize the performance evaluation indicators,4 it is to optimize the new channels of communication and feedback of performance appraisal.Finally,the paper puts forward the safeguard measures of the performance appraisal system from the aspects of organizational guarantee and cultural guarantee,so as to ensure the smooth implementation of the optimized performance appraisal system.This paper tries to through the H group co.,LTD.,the analysis of existing problems and research through case study to find out similar group co.,LTD.The common problems in performance management,and fully tap its profound reason,analysis and research to solve these problems and reasons,put forward the corresponding operable and scientific performance evaluation scheme,providing foundation for the management of the same kind of company.
