Research On The Reform And Implementation Of The Endowment Insurance System Of Government Institutions In Zhongmu County

On January 14,2015,the State Council issued the decision of the State Council on the reform of the endowment insurance system for the staff of government agencies and institutions(GF [2015] No.2),which stipulated that the endowment insurance system of government agencies and institutions should be reformed from October 2014.So far,the reform of the endowment insurance system of government institutions has officially opened.The reform of endowment insurance system in government institutions is an important measure to implement the spirit of the 19 th National Congress of the Communist Party of China and establish a more fair social security system.In response to the call of the State Council,Zhongmu county has steadily promoted the reform of the endowment insurance system of government agencies and institutions in accordance with various policies and guidelines,completed the approval and issuance of the registration,collection and issuance of the insurance,the temporary retirement treatment and formal treatment of retirees since the reform of the system,and achieved phased results.However,there is still a long way to go before the system reform is basically in place,there are still many problems to be solved,and a lot of work has not yet been completed,so accelerating the reform of the endowment insurance system of the government agencies and institutions in Zhongmu county is still a key work to be implemented in the future.Based on the above-mentioned actual situation,this paper uses the relevant knowledge of social security and equity theory,and through questionnaire survey,interview,participation observation and other forms to thoroughly understand the current situation,achievements and existing problems of the reform of the endowment insurance system in Zhongmu county's government institutions,and makes a systematic and scientific analysis of the causes of these problems,and then put forward the strategy of optimizing the reform of the endowment insurance system in Zhongmu county,: To promote the optimization strategy of the reform of the endowment insurance system of the government institutions in Zhongmu County,including improving the legal system of the reform of the endowment insurance system of the government institutions,exploring the balance mechanism of fund income and expenditure,optimizing the design of the occupational pension system,ensuring the smooth transition of the old and new systems,and strengthening theconstruction of the reform implementation ability.From the perspective of the grass-roots level,through the research on the implementation of the reform of the endowment insurance system of the government institutions in Zhongmu County,this paper discusses the difficulties faced by the current implementation of the reform of the endowment insurance system of the government institutions at the grass-roots level and the corresponding solutions,in order to provide reference for the further deepening of the reform of the endowment insurance system of other government institutions at the grass-roots level.
