Research On Science And Technology Synergy Between Beijing,Tianjin And Hebei Under The Background Of Synergistic Development

On February 26,2014,General Secretary Xi Jinping delivered an important speech,pointing out the way forward for the coordinated development of Beijing,Tianjin and Hebei.Since then,the coordinated development of Beijing,Tianjin and Hebei has formally become a national strategy.In February 2016,the National Economic and Social Development Plan of Beijing,Tianjin and Hebei during the 13th Five-Year Plan was promulgated and implemented,which is the first cross-provincial and regional planning in China,providing institutional guarantee for promoting the coordinated development of Beijing,Tianjin and Hebei regions.Under the background of the national strategy of coordinated development between Beijing,Tianjin and Hebei,the coordination between Beijing and Tianjin,two cities with relatively large economies,has more important and far-reaching significance,which is also the standpoint of this paper.The main connotation of scientific and technological synergy is to realize the development of regional scientific and technological synergy and innovation,break down the barriers between innovation subjects in scientific and technological synergy,break down the obstacles existing in the system and mechanism of scientific and technological synergy,strive to broaden the scope of innovation subjects,vigorously carry out in-depth cooperation,release the vitality between the elements of scientific and technological innovation,and ultimately promote the vigorous upgrading of Therefore,scientific and technological synergy is an important driving force to achieve the coordinated development of Beijing,Tianjin and Hebei.Under the background of scientific and technological synergy and innovation-driven,Beijing and Tianjin municipalities directly under the Central Government have abundant scientific and technological resources and innovative elements.Beijing's scientific and technological strength has absolute advantages in the whole country.Tianjin's "one base and three districts" positioning will create a national advanced manufacturing and R&D base,and its scientific and technological strength also has comparative advantages.At the same time,the differences in the level and level of scientific and technological innovation between Beijing and Tianjin create good basic conditions for scientific and technological cooperation and win-win situation.The scientific and technological cooperation between Beijing,Tianjin and Hebei is not only an important part of the coordinated development of the three places,but also one of the most important contents of the "Two Cities"of Beijing and Tianjin.It is also an important mission to promote the innovation-driven development of the three places in Beijing,Tianjin and Hebei.It is also the focus of this paper.The purpose of scientific and technological synergy research.Therefore,this paper studies the problem of scientific and technological collaboration between Beijing and Tianjin,and in the process of analysis of the problems and causes,makes a case study of scientific and technological collaboration between Beijing and Tianjin,and draws a conclusion that there are gaps in the process of scientific and technological collaboration between the two places,mainly reflected in the industrial structure,the distribution of talents and the transformation of scientific and technological achievements.At the same time,due to the lack of institutional mechanisms to balance the differences of regional economic development,the sharing mechanism of high-end scientific and technological personnel circulation,the lack of market-oriented technology transfer,and the transformation path of achievements,the level of scientific and technological synergy between Beijing and Tianjin is low.Finally,on the basis of in-depth research on the development of Beijing and Tianjin in terms of scientific and technological synergy and the factors restricting its synergistic development,and by drawing on the experience of developed countries,this paper puts forward policy recommendations on scientific and technological synergy between Beijing and Tianjin at both national and local levels.
