Research On The Coordinated Development Of Medical Insurance System In Beijing Tianjin And Hebei

For a long time, economic development of Beijing-Tianjin-Hebei (BTH) region is unbalanced, Beijing occupies a large number of quality resources, but these resources cannot be shared with Tianjin and Hebei. More and more people gathered in Beijing,The city disease of Beijing has become increasingly serious. Because of the imbalance in economic development among Beijing, Tianjin and Hebei, There are gaps in BTH treatment of medical treatment insurance, Medical insurance system structure also has its own characteristics. In order to achieve the goal of integration development in Beijing, Tianjin and Hebei, the population needs to flow freely in BTH region. The medical insurance system as one of the institutional barriers to restrict the free flow of population, The coordinated development of medical insurance is particularly important to the development of integration BTH region. In February 2015, the coordinated development of BTH rises for national strategy, whether from the aspects of social background or medical background, the coordinated development of medical insurance for the BTH provides an excellent development opportunity.This paper used literature research, comparison and qualitative analysis methods, and combed the basic framework of the medical insurance of the BTH region. At the same time, this paper analyze the situation of medical insurance for transferring and long-distance medical in detail. By referencing to the European multinational medical treatment experience, BTH should establish a kind ofcooperation mechanism called Open Method of Cooperation (OMC),under the framework of the coordination mechanism, BTH needs to set up clear principles for the floating population. Meanwhile, BTH needs to speed up to set up a long-distance medical service management framework to protect the rights of long-distance medical people. This paper argues that health insurance integration of the BTH region needs at least five stages:first, BTH should unify personnel category;second, BTH need to improve the medical insurance system as a whole level; third, Beijing and Hebei should realize the integration of urban and rural medical insurance; The fourth stage is to phase out the worker medical insurance personal accounts; The fifth stage need to gradually achieve the integration of regional medical security system, realize the integration of medical insurance in BTH.
