Study On Government Regulation Of Food Safety In Huai'an City

Food safety is closely related to people's lives and is a major safety project related to the people's livelihood.It is the most basic public security problem,affecting people's health and life safety,related to the sustainable and stable development of society,the govermance level of the government put forward strict requirements.In recent years,China's food safety situation is generally stable,the level of quality safety has been improving.However,we must also have an objective and clear understanding,that is,the basis of food safety in China is still relatively weak,a variety of food safety problems are prone to occur,people's trust in and satisfaction with food safety is not high,there is still a long way to go to ensure food safety.Huai'an food safety government supervision is a miniature of national food safety government supervision.In early 2015,in order to strengthen the supervision of food safety,under the guidance of the reform of the state council,food safety supervision resources were integrated nationwide.Huai'an city merged the administration for industry and commerce,the food and drug administration,and the quality and technical supervision administration,and established the market supervision administration bureau,which unified the original supervision functions of each bureau in food production,processing,circulation,catering and otherlinks,soastobettersuperviseandmanagefoodsafety.In this paper,on the basis of reading a large number of references,Huai'an food safety supervision as the research object,using standard analysis,literature study,comparative analysis,field study and other research methods,at the same time by using the theory of externality and asymmetry theory,theory of corporate social responsibility,government process reengineering theory and related theory,summarizes the analysis after the institutional reform on the current situation of food safety regulation,the problems existing in the process of its regulatory objective evaluation.This paper takes the government as the main body of supervision,analyzes the problems and difficulties existing in food safety supervision in Huai'an city,and finds problems such as insufficient promotion of institutional integration,the need to optimize supporting law enforcement system,scattered distribution of testing resources,and low participation of social forces.This paper discusses the reasons for these problems,such as the imperfect internal supervision system,the need to improve the quality of law enforcement personnel,the relatively complex market supervision environment,consumer supervision awareness is not strong.And to learn from the United States,the European Union,Japan and other developed countries with mature experience in food safety regulation,including relevant policies and regulations,development strategy,reforming mode,social publicity,etc.,based on the actual situation of food safety regulation,to find the ways to solve the existing problems,and puts forward some countermeasures to strengthen Huai'an food safety regulation:combined with local conditions,improve the local laws and regulations,the comprehensive construction supervision law enforcement team,the implementation of "food safety+Internet" transparent work system,establish a long-term supervision mechanism for food safety,etc.
