Dinning counts most for people,of which safety comes first.Food is essential for human survival and development.Food safety has always been a hot spot and focus that the whole society will pay attention to.It is related to the health and life safety of thousands of people and the image of a country.In recent years,with the rapid development of market economy,it has become a serious food security situation,some businessmen are driven by interests,regardless of the social morality and the relevant laws and regulations,they freely add or use toxic and harmful substances in food,so that the similar "Sudan red duck eggs","melamine milk powder","swill-cooked dirty oil","lean meat powder","poison ginger," Cadmium rice "," Stintoid salt” and " leather milk " and so on food safety incidents occur frequently,these not only damage the physical and mental health of the consumers,but also bring food safety regulators rounds of test,and solving our country's current food safety issues is urgent.China's food safety regulation in general has experienced a development process,which can be roughly divided into the following four stages,namely the start stage,exploratory trial stage,multi-sectoral supervision stage,and unified supervision stage.In2013,“China Unveils Cabinet Reshuffle Plan”raises a hot wave of another round of institutional reform,and it puts forward the department of food regulation involves "by the assigned to the total reform:" the food safety commission under the state council office duties,the responsibilities of the state food and drug administration,state administration of quality supervision,inspection and quarantine of food safety supervision and administration of production and circulation of the state administration for industry and commerce integrating the supervision and administration of food safety,and form of the state food and drug administration,management is responsible for food production,circulation,consumption exercise unified supervision over and administration of the safety of the whole link.The government's supervision on food safety has also gradually changed from a efficiency improve,regulation and the advantages of the efficiency of administrative examination and approval,.In H district the insufficiency,the regulatory functions of supervision to perform risk,regulatory ability insufficiency,the supervision law enforcement lack of technical support,supervision is difficult,imperfect credit system construction,low participation of the masses is expounded and the specific analysis of the reason.In draw lessons from foreign developed countries,on the basis of food safety supervision experience,we put forward the deepening the reform of food safety supervision system,strengthen the supervision of food safety team construction,improve food safety regulation technology support,perfect food supervision laws and regulations system construction,establish a unified food quality standard system,innovation of food safety supervision mode and create a food safety regulatory environment and other aspects of the proposal,which under the background of the super-ministries reform further explore ways to optimize H district of food safety supervision,establish and improve the long-term effective mechanism of food safety supervision,enhance the level of the scientific supervision of food safety.Through the study of this article,we will improve the government department's food safety regulatory functions,optimize configuration of the functions of the government organization structure and the department,from the Angle of government management,improving the level of food safety guarantee,making people's lives and health are maximum maintenance and having obvious social benefits.In addition,the comprehensive deepening of the reform of the system,the "three in one" model will also develop from bottom to top in the whole nation,build suitable for the situation ofour country's food safety regulatory model and make up for the current research about the "three in one" model theory.It not only has great theoretical value and academic value for enriching and improving theoretical knowledge in relevant fields,but also has certain practical significance for improving the ability of food safety supervision and service.
