China customs is a state administrative organ exercising import and export supervision and administration functions and powers in accordance with Chinese laws and administrative regulations,job functions include supervision,taxation,private inspection and preparation of customs statistics.In April 2018,the functions of inspection and quarantine are officially incorporated into the customs,the new customs functions have been expanded and enriched.It will also play a more active and important role in safeguarding the development of China's international trade.The expansion of functions brings about the expansion of risk factors and risk links,although inspection and quarantine in the risk prevention and control has made some achievements,but the superposition of multiple risk factors puts forward higher requirements for risk prevention and control.On the one hand,the CPC central committee attaches great importance to the liberalization and facilitation of international trade and investment.It has adopted a multi-directional and multi-channel approach to stimulate the vitality of China's international trade and create a highland of opening-up.As a result,international trade has developed rapidly and various risk factors have intensified their impact on China's security abroad.On the other hand,competition among countries in international trade is gradually expanding,trade facilitation should be enhanced,a sound business environment should be created,customs clearance costs should be cut,and new requirements for customs supervision and control should be put forward.A comprehensive and effective risk prevention and control system is essential for us to properly handle the relationship between ensuring safety,promoting development and strengthening reform,and properly perform our duties of import and export supervision and management.Lianyungang customs is located in the core area and pilot area of the intersection of "Belt and Road" initiative,the research on its risk prevention and control is of great practical significance.This paper is carried out in accordance with the research idea of "theoretical research-current situation analysis-problem analysis-experience reference-countermeasures and Suggestions",using literature research method and experience summary method,analyze the risk prevention and control work of lianyungang customs,put forward the countermeasures of risk prevention and control.This paper starts with the current situation of risk prevention and control,demonstrate the operation results,summarize the operation experience,and find the deficiencies.And it turns out,there are problems of low efficiency in the utilization of risk prevention and control information,imperfect construction of talent team construction system and insufficient prevention and control of internal clean government risks.Furthermore,this paper studies the beneficial exploration of risk prevention and control at home and abroad,put forward the countermeasures and suggestions to improve lianyungang customs inspection and quarantine risk prevention and control ability.According to the article,the risk prevention and control work of grassroots customs should not only be feedback to the national risk prevention and control system,but also establish a comprehensive risk prevention and control system.First,it is suggested to integrate the risk prevention and control organization framework system,clarify the concept of prevention and control,improve the work system,and attach importance to the participation of multiple subjects.Second,it is suggested to optimize the risk prevention and control operation system,expand the coverage,strengthen the guidance of front-line operations,and enhance the synergy.Third,it is suggested to unify the risk prevention and control data support system,strengthen the construction of information data platform,strengthen the integration and intelligence level of the platform,and enhance the ability to assist decision-making.Fourth,it is suggested to improve the talent system for risk prevention and control,create a comprehensive organizational culture,create professional talents,and provide intellectual support for risk prevention and control.These four Suggestions provide reference for the improvement of lianyungang customs risk prevention and control system.
