The main duties of the inspection and quarantine institutions are to supervise the inbound and outbound goods and personnel,to prevent the spread of pests through risk prevention and control,emergency disposal,to ensure the national health and safety,and to maintain the fairness of foreign trade.The business scope mainly includes import and export commodity inspection,entry and exit Animal and plant quarantine,public health quarantine,etc.Nowadays,China has become the world's second largest economy,with rapid development of foreign trade and constant innovation in trade volume.Entry-exit inspection and quarantine,as an important part of China's foreign trade governance system,protects national health and safety and national ecological security.The role of product quality and safety,but also plays a role in protecting the country,maintaining the international economic order,and safeguarding the legitimate rights and interests of all parties in foreign trade.Since 2015,China's economy has entered a "new normal",but the import and export volume of goods has maintained rapid growth,and the inspection and quarantine business has continued to grow.The existing working mechanism has complicated procedures,long customs clearance time,and large opinions of import and export enterprises.In the case of the situation,there is an urgent need to improve work efficiency and enhance law enforcement capabilities.In 2017,the former General Administration of Quality Supervision,Inspection and Quarantine issued the "Announcement on Simplifying Inspection and Quarantine Procedures to Improve Customs Clearance" and "Regulations on Entry and Exit Inspection and Quarantine Process Management",and announced the "Regulations on Inspection and Quarantine Batches and Process Time Limits".On the basis of risk and enterprise credit implementation classification management,the qualification assessment procedure is fully utilized to simplify the inspection and quarantine process.It is estimated that 80% of the inbound goods will be directly cleared through the passing of the conformity assessment,and no on-site spot checks and laboratory tests will be conducted.On the basis of risk assessment,the concept of conformity assessment is fully utilized,the inspection and quarantine process is scientifically set,and the batch ratio and process time limit are greatly reduced.However,the new workflow also brings new risk factors.In the new round of institutional reform in the State Council in 2018,the responsibilities and teams for entry-exit inspection and quarantine of the General Administration of Quality Supervision,Inspection and Quarantine of the People's Republic of China shall be assigned to the General Administration of Customs.The original Sichuan Entry-Exit Inspection and Quarantine Bureau has been merged into Chengdu Customs.This article intends to take Chengdu Customs as an example to introduce the status quota of the implementation of the release of the audit,analyze the typical cases,the significance,background and expected effect of the risk management and control under the release mode,and find the release mode of Chengdu customs inspection and quarantine The problem,targeted solutions and countermeasures.
