Research On The Reform Of The "Three Rights Separation" Of Rural Land In Dengzhou City, Henan Province

With the development of economy society,the urban-rural dual structure has been broken,and land fragmentation management has become more and more difficult to adapt to modern agricultural development,which has prompted the exploration and reform of rural land system.Since the18 th National Congress of the Communist Party of China,the Chinese Communists with General Secretary Xi Jinping as the core,has focused on the future,based on reality,rethinking China's current rural land system,and proposing the concept of “separation of rights.”It points out that on the basis of the original household contract responsibility system,the basic status of collective ownership is adhered to,and the original land contractual management right is divided into land contracting right and land management right,which forms rural land ownership,contracting right and management right.The situation has made the circulation of land management rights more market-oriented.Dengzhou City,Henan Province is the pilot city of the national grain core area and the quality and safety of agricultural products as determined by the State Council.In 2017,it was established as “the pilot city of 100 rural collective property rights reforms nationwide ”.Implementing the reform of the “three rights separation” of rural land is a positive exploration of Dengzhou City's local development reality and the reform of the rural collective property rights system.The main practice is that the municipal government takes the lead in setting up a land development company to coordinate planning.Town independently formulated reform policies to implement.However,in the specific implementation of the reform work,there has been a situation in which the development of new business entities is constrained,and the contradictions between farmers and new business entities have arisen.It is urgent to improve the path of Dengzhou's “three rights separation”reform.Under the guidance of Marxist land property rights theory,this paper sorts out the current research status of the “three rights separation”reform through literature research,explores the path of “three rights separation” reform,and understands the rural land of Dengzhou City through field research.The basic situation of the reform of the three powers is to investigate the four aspects of agricultural production conditions,government preparations,new business entities,and farmers' production and life.At the same time,from the initial stage of the reform,the reform in progress,and the preparation for reform,select typical townships(towns)to conduct research and analysis,explore the differences between different townships(towns),and find out the problems of rural land in Dengzhou City.The problems in the reform of the three-power division are attributed to the problems arising from the reform.On the basis of theoretical research and empirical analysis,this paper explores the path of perfecting the reform of “three rights separation” in Dengzhou City,and improves the basic ideas of reforming the “three rights separation” of rural land in Dengzhou and the effective measures to improve the reform.In the three aspects of improving the security system of reform,we will promote the reform of the “three rights separation” in Dengzhou City,improve the agricultural production level in Dengzhou,and enhance farmers' sense of well-being and happiness.
