Along with the development of the socialist market economy, China power system has changed profoundly through"the Tenth Five-year"plan. The main task of"the Eleventh Five-year"power system reform is to resolve the unsolved problem of the"Factory-Net Separation", to realize"the Host-Parasitic Separation", to strengthen the power market system and to improve the supervising system. Undoubtedly, the power system reform is to be propelled to the local city power supply enterprise level. And"the Transportation-Assignment Separation"becomes more important gradually. Shouldering the routine daily work of power transportation, power voltage changes, power assignment and power selling, the local city power supply enterprise is the final executive organization of the state power system reform. Until today, the study of the power system reform of local city power supply enterprise is rare. And it is a blank on study to the local power-supply enterprise how to move to the reform goal with steady steps.Having worked for years in the local city power supply enterprise of state power-network company, the author is very familiar with this level power supply enterprises by being engaged in safety, production, infrastructure construction and management. Firstly, it gives a brief introduction to the state power-network company. Then, it gives a comparatively complete introduction to the present condition of other local power-supply enterprise. After that, it deeply analyzes the problem of the local city power-supply enterprises. And also it analyzes the inner and outer environment factors which influence the local power-supply enterprises significantly.Chapter Three: This chapter is the overall thought of the local city power-supply enterprise reform. Firstly, this chapter briefly introduces the experiences and lessons of the western countries, such as the United States, UK and Russia. Then it introduces the requirements of the state power system reform.
