Due to historical reasons,China has always had a serious problem of uneven urban and rural development,and the rural revitalization strategy plays a vital role in promoting the balanced development of urban and rural areas.In order to realize the rural revitalization strategy,the implementation of rural land transfer is undoubtedly an important path,but limited by China’s land dual system,China’s rural land market reform is difficult.In order to get rid of many obstacles in the transfer of rural land,the Chinese government has continuously promoted the reform of the land system,so that the agricultural development has realized the transformation of the development model,accompanied by the insignificant increase in the benefits and the imbalance of the distribution of income among the various stakeholders,especially On the key issue of the protection of farmers’ rights and interests.Therefore,it is of positive and theoretical significance to explore how to maximize the income and rational distribution of agricultural land transfer,and it also constitutes the starting point and the foothold of this paper.Based on the review of land transfer and its income at home and abroad,this paper uses the theory of institutional change and game theory as the guidance,and uses the agricultural land as the research object to apply the mechanism analysis method,dynamic game analysis method,questionnaire survey method and case.The research method explores the distribution of agricultural land transfer income in China’s "three powers separation" reform.Based on the field research data and situation of Fuyang City,Henan Province,this paper believes that the main problems of agricultural land transfer income and its distribution are: the absolute value of agricultural land transfer distribution income is low;the distribution of “three rights” equity income is unbalanced;the evaluation of agricultural land transfer price is not reasonable.The main problems are: the new agricultural operation main body has weak operating capacity;the farmers’ comprehensive ability is low;the agricultural land transfer income distribution mechanism is lacking;the agricultural land transfer income distribution supervision mechanism is lacking.The article is devoted to answering the following questions: First,to explore the rights boundary and mutual rights relationship between village collective organizations and contracted farmers,contracted farmers and business entities in land transfer;Second,to explore the "separation of three powers" and the transfer of agricultural land in China The relationship between “three powers” in their land transfer and their overall benefits;third,explore the relationship between agricultural land transfer and land transfer income,and identify whether the effect of agricultural land transfer on land transfer income is positive or negative.Fourthly,it explores the game distribution problem of land transfer income between the main body of ownership,the main body of contracting rights and the main body of management rights.Fifthly,it explores the growth and distribution of agricultural land transfer income under different circulation modes.In the study of the above problems,the paper has obtained the following basic conclusions: First,the “three-power split” system promotes the transfer of agricultural land by subdividing property rights and reducing transaction costs in agricultural land circulation.In addition,the agricultural production income is increased through the marginal leveling effect,the transaction income effect and the scale economy effect,but the land transfer benefit is not good in practice.At the same time,the reform of “three rights division” clarifies that the main body of property rights makes the distribution of income tend to be reasonable.Secondly,in the game between farmers and village collective organizations,the former is often in a weak position due to the low negotiating ability and awareness of rights protection of farmers and the lack of effective rights protection litigation mechanism.Status,resulting in violation of the legitimate rights and interests of the income distribution is low;in the village collective organization and the new agricultural business subject game,because the village collective organization bears a key intermediary role,so that it is in a dominant position in the game,can pass Delaying the time increases the transaction cost of the latter to force the new agricultural operation entity to promise higher profits.Third,the use of the shareholding mode of agricultural land transfer is more conducive to the effective implementation of the “three powers separation” than the rental model.Agricultural land transfer to achieve higher comprehensive income and more reasonable income distribution;Fourth,the government plays a vital role in supervision and management of agricultural land circulation,government intervention can effectively regulate the behavior of various entities in agricultural land circulation.Based on the basic conclusions of the above research,this paper proposes the following policy recommendations for the optimization of agricultural land transfer income distribution in the reform of “three rights division”;first,deepen the reform of land property rights system.In practice,the reform of "three powers separation" is not complete.Deepening the reform of land property rights system is the basis for optimizing the distribution of circulation income.The three powers should be improved from the three aspects of agricultural land ownership,contracting rights and management rights.Second,the circulation should be established.Income distribution market mechanism.Establishing a fair,transparent,standardized and efficient market mechanism is an effective way to ensure a balanced and rational distribution of income.It is necessary to establish a market mechanism to promote income distribution optimization from three aspects: building a market information platform,cultivating agricultural land transfer institutions,and setting up agricultural land transfer price assessment agencies.Third,implement the transfer income distribution optimization strategy.In the specific implementation operation,it is still necessary to take targeted measures to solve the problem of low profit and imbalance of distribution.Guide the development of the shareholding model to improve the overall transfer income,and at the same time set up a revenue distribution adjustment mechanism;Fourth,establish a transfer income distribution incentive and restraint mechanism.The fairness and justice of income distribution requires certain incentives and restraint mechanisms.Including the improvement of risk management and government support related initiatives,the establishment of a sound rural social security system,the establishment of agricultural land transfer and income distribution supervision agencies.In the study of the theme of agricultural land transfer income distribution,this paper has the following possible innovations: First,theoretical innovation.This paper explores the process of compulsory institutional change of rural land system in China based on the theory of institutional change;second,the innovation of research content.Based on the “three-power split”,this paper explores the impact of property rights segmentation on the development and income of land transfer market,and then analyzes the game of each subject in the process of land transfer;third,the innovation of research methods.This paper uses mechanism analysis method,questionnaire survey method,dynamic game analysis method,case study method and other methods to study the income distribution problem in the reform of agricultural land “three rights division” in China.The following deficiencies also exist: First,due to the availability of data and the complexity of the reality,the agricultural land studied in this paper refers only to cultivated land,while the research on forest land and grassland needs further discussion by scholars.Second,this paper The case study is mainly in some towns and towns in Fuyang City,Zhengzhou City,Henan Province.It has not been involved in other parts of China.Therefore,it has limited reference to the distribution of income from land transfer in the country.Third,due to the non-institutional factors affecting land transfer in reality.Complex,so there is still a lack of scientific,rational,and comprehensive analysis of the impact of non-institutional factors.
