On The Counter-behavior In The Reform Of The New China's Foreign Trade System

China's Opening-up Strategy has profoundly changed the development process of contemporary China and even today's world.There's no doubt that Opening-up to the outside world includes multi-faceted and multi-level contents.Previous research on reform of foreign trade system,especially the analyses and phased studies on macro-policy are too many to illustrate.This thesis offers a new perspective of investigation by borrowing Mr.Gao Wang Ling's concept of “counter-action”,explained the intrinsic logic of the Reform of New China's foreign trade system by the behavior and reflections of civil powers,especially the farmer,the pedlar and the local government.Taking Yiwu and Wenzhou of Zhejiang Province as examples,endogenous civil powers embody the characteristics of "counter-action" in the process of reform of foreign trade system,benefiting from the deep-rooted commercial genetics and trade traditions in the region.All of these counter-actions are mainly manifested on the spontaneous formation of Yiwu road market,the collective " bargaining " of vendors and the huge smuggling market in Lilong.Through these common collective acts of " revolt against the policies”,they change,amend or even dispel the policies and systems of the authorities' with imperceptible policy amendments,then directly affect policy effect and beneficial adjustment of a series of policy optimization and eventrually realize the system reform of " Inverse Force Type”.At the same time,this kind of structural tension based on the power of civil disobedience is combined with grassroots governments and cadres' "taking the mass line” policy.By the cohesive force of " Upper and Lower Mutual Construction”,it blazing a new path different from the Pearl River Delta and Southern Jiangsu.The reform of foreign trade system in itself means not only the readjustment of interests.It also symbolizes the gradual substitution of market function for national function.Obviously,this is by no means equivalent to a simple withdrawal of state factors.Just as the change of property right system environment directly led to the revival of specialization division of labor of"chicken feather for sugar”,build the institutional basis of property rights protection is an important manifestation of the high compatibility between national interests and the interests of businessmen.
