A Study On Yiwu Market Purchase Model

With the development of many domestic specialized markets exploring domestic trade mainly to demestic and foreign mixture trade, which resulting in the creation of a new form of trade-the market purchase trade model. Yiwu international commodity market being the most typical example of this. Overseas buyers in the Yiwu market are more likely to purchase smaller individual amounts of a greater diversity of products. This trade mode does not match our traditional general trade regulation, which lacks the adaptability of laws and regulations. In March2011, the state council in Yiwu approved an international trade comprehensive reform pilot which, among other things, established the market purchase trade model. Encouraging Yiwu to be the first to try this new and bold international trade mechanism. Yiwu’s pilot won a high praise from eight government ministries including the ministry of commerce. On October16,2014, an acceptance group, consisting of the ministry of commerce, national development and reform commission, ministry of finance, general administration of customs, taxation, state administration for industry and commerce, quality supervision, inspection and quarantine eight ministries of the state announced that Yiwu’s market sourcing trade products system and integrated management system had passed inspection, the implementation of the market purchase trade model has been basically have the basic conditions, can enable the market purchasing trade customs supervision code. Hangzhou customs issued announcement no.4in2014, announcing that according to the general administration of customs announcement no.54in2014, the market purchase trade model formally implemented in Yiwu city, Zhejiang province on November1,2014, customs supervision code is "1039".This marked a new trade model was born in our country.This paper studies the current development of yiwu market purchase trade model, including market purchase trade model and the influences on yiwu international trade after the implementation of market purchase trade model. Through the core of the market purchase trade model’s reform, analysing how the main supporting policies,market purchase trade network information platform and market purchase trade procedure promote trade facilitation. Then build the index system and evaluation model of yiwu trade facilitation, for the empirical analysis of the market purchase trade model impact on yiwu trade facilitation, the empirical results show that yiwu trade facilitation as "convenience" before the implementation of market purchase trade model while as " more convenience" after the implementation of market purchase trade model. Finally, based on the empirical data, we look at the existing problems in the development of trade facilitation, and put forward suggestions. Yiwu market’s purchase trade model promotes the development of trade facilitation, playing an important role in the further consolidation of the prosperity of Yiwu market, which also can provide lessons for other domestic specialized markets.
