Research On Impact Of Trade Facilitation On Trade In Services

In the 1960s, European countries came up with "trade facilitation special plan", since then it was gradually taken seriously by more and more countries and regions as an international issue. While the trade facilitation is growing, international trade in services has been concerned around the world. Although there are many studies about the impact of trade facilitation ton trade in goods, there are also some studies have shown that the effect also exists in the trade in services. Under the new normal economy, our country is trying to use facilitation measures to develop trade in services which is our short board. But many trade facilitation measures are still in a formalism and it lacks trade facilitation system theory. So how does the trade facilitation impact on trade in services has become the focus of this article.This paper combed the interpretations of trade facilitation under the different organizational framework and the associated theory systematically, elaborated the history of trade facilitation development, and then turned the research to focus on the mechanism of its impact on trade in services. In the empirical analysis, this paper took the evaluation of World Economic Forum as a basis, considering the influence of the trade in goods to trade in services and the special factors of trade in services to analyze trade facilitation in services. And then taking use of the trade facilitation index which was got by quantitative analysis, this paper chose the gravity model and used cross-panel data to do the empirical research. The empirical analysis shows that:first, the more developed a country or region, the higher the level of trade facilitation, particularly in developed countries; Singapore and (5.9), the Hong Kong(5.5), the Netherlands (5.3)were higher ranked in Trade Facilitation Index scores in 2014, while the relatively weaker developing economies even less developed countries, such as Russia (3.5), Nigeria (3.1), Venezuela (2.8) had the low level of trade facilitation; China’s (4.3) belongs to generally convenient and is still far away from developed countries（regions）. Second, trade facilitation on a country’s Regional trade in services has a significant role in promoting trade facilitation,and the lower the level, the greater its role in promoting trade in services. Therefore a country or region can improve the level of trade facilitation to get better development in trade in services. Finally, based on empirical results, this paper thought that strengthening foreign exchange system reform in port was the key to promote trade facilitation in services and proposed policy and recommendations from the reforming foreign exchange management, improvement of port construction, matching customs supervision,the promotion of e-commerce and facilitating the movement of business persons and the development of China’s trade in services.
