Study On Spatial Development Characteristics And Planning Strategies Of Poverty-stricken Counties In Hubei Wuling Mountain Under The Background Of Poverty Policy

Since the reforming and opening-up,China has carried out help-the-poor work for more than 40 years,and has made great achievements in poverty alleviation along with development.At present,Chinese poverty alleviation work has entered a crucial stage in the post-poverty alleviation period,striving to implement the targeted poverty alleviation period of "accurate identification,accurate assistance and accurate to the households".The unique topographic and geomorphic features and natural ecological characteristics of Wuling mountain area in Hubei province enable it to have unique urban space morphology,characteristics and related supporting facilities layout,which makes the urban space development and planning optimization of Wuling mountain area have its own regularity,particularity and complexity.Existing research results at home and abroad mainly for poverty and poverty space,but less attention under the background of poverty alleviation and development in poor areas of urban space development process,and no research from three aspects: macro,mid and micro for poor urban space development.This paper takes nine counties’ space as the subject,which are in Wuling mountainous area of Hubei province.On the macro level,this study analyse the process for poverty alleviation and the dilemma of urbanization development in the Wuling mountain areas of Hubei province.Poverty alleviation policiecies promote regional urbanization in demographic changing,regional transportation and industry economy three aspects.On medium level,it explores the development of poor counties’ space and those features based on the background of poverty alleviation in China.and concludes that county space in Wuling mountain of Hubei province is divided into centralized development type,multi-group development type and radial development type.The poverty alleviation policy affects nine poor counties through special poverty alleviation and the planning of poor region.And the problem of poor counties’ development lies mainly in policy and infrastructure for the development of general industry unique the livelihood of the poor leading is poorer.
