The Research Of Economic Growth Quality In Counties Of Wuling Mountain Area

With the development of society, the economic competition of various countries inthe world becomes intensify, and market economic growth is unstable. With the risingof people’s material base, the problems of social and environmental gradually becomeserious. People gradually make the quanlity of economic growth as the research focus.As one of national11concentrated especially poor areas, Wuling Moutain Areacharacteristics on old revolutionary, minority, remote and poor. In this region, the pooris wide and the poverty is deep. Due to being affected by ethnic culture, the people’sideology in this area is conservative. If we take a conservative approach to injectpoverty alleviation funds to help them, it may bring relative economic growth inquantity in a short time, and alleviate people’s temporary burden. But for a long time, itcan not radically solve economic continuous growth problem. In order to help thisregion to out of poor, we should formulate scientific policy, and go to the way offocusing on not only economic growth quantity and speed, but also economic growthquality, which has a positive effect on this region’s continuous and effective economicgrowth. The quality of economic growth not only includes economic benefit, economicstructure, growth stability and competitive power, but also includes the influence onwelfare distribution, living standard, resources and environment. So this study definesthe connotation of economic growth quality from six aspects as follows: economicbenefit, economic structure, growth stability and competitive power, welfare change andincome distribution, living standard, resources and environment. On the basis of it, webuild an evaluation index system, which is consists of6first grade indicators,14secondary and19tertiary indicators. Then, according to the theory of multiple attributedecision in operational research, we evaluate and analysis the economic growth qualityof26counties in Wuling mountain area using of multiple attribute decision methodbased on ideal point.Using Matlab software, we calculate all indicator weights and total score ofeconomic growth quality for each county, and rank all counties based on these totalscores. The main conclusions are as follows: the human capital investment is too little,technological progress contribution rate is low, economic benefit is poor, which ismainly reflected in the bad investment effect, low whole society labor productivity, highenergy consumption per unit of output, and the economy is still in a state of extensivedevelopment. The economy structure is unreasonable, the proportion of tertiary industryis obviously low, the level of urbanization is low, the ratio of loan balance to GDP isalso very low, economic growth stability and competitiveness are bad, which is mainlyreflected in the high economic growth fluctuate rate, high urban unemployment rate,low level of per capita of posts and telecommunications business. People’s livingstandard is low, still not out of poverty, people’s income is too little, the gap in welfare change is large, resource utilization rate is low, resulting in resource waste andenvironmental damage. Compared to the national average, the gap of each indicator islarge. The overall level of economic growth quality is low. On this basis, this paper putsforward some suggestions in5aspects: adding human resources investment to promotetechnological progress, then to improve the economic growth efficiency; acceleratingthe development of tertiary industry to promote economic structure continuous upgrade;ensuring the stability and competitiveness of economic growth; raising the socialbenefits of economic growth; paying more attention to the resources and environmentalprotection.
