Evaluation Of The Debate On New Economic Policy

Chinese academia has carried out a very rich research on the new economic policy of the Soviet Union.Scholars basically agree that the new economic policy has brought some enlightenment to China's reform and opening up.This year marks the fortieth anniversary of China's reform and opening up.It is of special epochal significance to talk about the new economic policy at this time.In addition,although the domestic academic circles are rich in the research of new economic policy,there is a relatively lack of Russian scholars based on local literature and information to discuss this issue in depth.With the advantage of fully possessing the first-hand information in Russian,this paper grasps the contents of three parts: the analysis and evaluation of the new economic policy by Russian liberal expatriates,the analysis and criticism of the new economic policy by Russian socialist expatriates,and the thinking and evaluation of the views of liberalism and socialism.It tries to deepen the academic research on the new economic policy.First of all,when examining the analysis and evaluation of Russian liberal expatriates' new economic policies,this paper analyses the views and thoughts of the liberalists published in the magazines "Tian","Latest News" and "Ruhr".From their analysis of the reasons for introducing the new economic policies,they give the political recognition of the capitalist countries to the Soviet Union and Russia.The analysis,the analysis of the crisis of the new economic policy and the views on the evolution of the Bolshevik regime are discussed in four aspects.It points out that the liberalists believe that the reason for the implementation of the new economic policy is the failure of the world socialist revolution,the "compromise" made by Bolsheviks for fear of losing power,and the inevitable outcome of the economic pressure at that time.Secondly,the analysis and evaluation of the new economic policy of the Russian socialist expatriates are examined in turn from the above four aspects.The theoretical positions of the socialists are mainly Socialist Bulletin,Xiaguang,Russian Will and so on.They also believed that the reasons for the implementation of the new economic policy were Bolshevik's stabilization of the regime,and then they attributed the reasons of the new economic policy to the economic problems caused by the "wartime communism" policy.Finally,the article summarizes and analyses the views of liberal and socialist expatriates.It is believed that their views are biased because of their positions.In addition,their criticism itself has contradictions and paradoxes.In addition,through the analysis of relevant data,it is found that the new economic policy actually promoted the Russian economy at that time.In fact,the new economic policy is not useless,at least it provides the world with three elements of economic development:government supervision,mixed economy and planning,and at the same time,it brings some enlightenment to the development of the economy of socialist countries.
