As the most important inhabitable area of overseas Chinese,Southeast Asia owns over 80%of total which all over the world.There are so many overseas Chinese in Southeast Asia so that overseas Chinese capital has run up to a large scale after a long time of accumulation,whose influence can never be kept up with by those in other areas.No matter in local area or all over the globe,it has rather wide influence,which has been the important strength to promote the Sino-Southeast Asia cooperation.Guangdong is the largest hometown of overseas Chinese,which has benefited from the help of Southeast Asian overseas Chinese in aspects of economy,society,education,and commonweal etc. for a long time.Overseas Chinese capital has been the main source of foreign investment since the reform and open policy.Owning to the special geographical as well as relational advantages, governments of Guangdong province have carried out a series of preferential policies and measures to resume the relations between hometown and overseas,with the purpose of attracting foreign investments,especially those from who have blood relations with local people.People from some nations and areas with certain objects have made unrealistic declarations or intended exaggeration about the characteristics,effects,and status of overseas Chinese economy as well as the shaping,developing and strength of overseas Chinese capital,from the aspect of holding back the development of China or maintaining self-benefit or the narrow nationalism.Nevertheless, China has always contacted the overseas Chinese's investment with their patriotic sensation, proceeding from attracting foreign investment and quickening economic development,which has concealed the true status of overseas Chinese's investment and neglected the fact that overseas Chinese capital,the same as other means of foreign investments,is just a corporation behavior with the purpose of benefit and market,and then brought bad influence to the decision-making of overseas Chinese resource usage.According to the above analysis,this paper takes the viewpoint that both the effect of Southeast Asian overseas Chinese on Guangdong and Guangdong's usage of Southeast Asian overseas Chinese are deficient.The effect of Southeast Asian overseas Chinese on Guangdong is not as profound as we imagine.This paper demonstrates the hypothesis which is sustained by the outcome of the research.On this basis,this paper brings forward that we should attract excellent overseas Chinese capital for one thing,and we should turn the unilateral usage of Southeast Asian overseas resources to bilateral usage for another,which is also the most important.Also,we should turn the "bring in" to the Guangdong corporations" "coming out" at the help of it.
