Research On Dalian Technology Innovative Milieu

Observe the present-day world,the economic development has changed from traditional factors driving into innovative driving.China has stepped into the important stage which technology innovation drive green economy and sustainable development.On this important node,how to ensure all-round construction of innovative Dalian,and how to promote the development of Dalian city innovation ability require better suitable technology innovative milieu to support.Include how to ensure the effective capital investment,how to attract high-level talents,how to how to play a regional culture characteristics and how to implement the government policies and regulations,etc.In building technology innovative milieu,Dalian has made great achievements,but compared with the other coastal cities such as Qingdao and Ningbo,Dalian still has great space to improve.Therefore,studying the scientific and technology innovative milieu in Dalian has vital practical significance.Firstly,the paper mainly adopts the innovation theory and regional innovation system theory to analyze the main factors that constitute the Dalian scientific and technology innovative milieu.Then select different indicators to evaluate the development of the technology innovative milieu in Dalian.Through the principal component analysis,the paper proposes countermeasures and suggestions for improving the scientific and technology innovative milieu in Dalian from the aspects of infrastructure,innovation resources,social culture and policy implementation.The conclusion is as following: the technology innovative milieu in Dalian includes a hard milieu composed of an infrastructure and innovative resource milieu and a soft milieu consisting of a social and cultural milieu and a policy milieu.At present,Dalian has made certain progress in building the technology innovative milieu.However,compared with Qingdao and Ningbo,Dalian is confront with a series of problems,for example,the insufficient investment in scientific research,the large quantity of scientific research personnel with lower quality and numerous scientific and technology achievements with lower conversion rate.In view of the current problems in the construction of Dalian scientific and technology innovation milieu,the government is supposed to play the guiding role,adjusts the proportion of investment,improves the talent retention mechanism,strengthens the joint action among scientific and technology innovation entities to create a culture of scientific and technology innovation that is in line with its own development.
