Under the condition of socialist market economy in China,the public economy,as the lifeblood of the national economy,plays an important role in the smooth operation of the national economy.With the rapid development of market economy,the development and utilization of human resources are becoming more and more important in modern enterprise management,and performance appraisal,as the focus of human resources management,has become an important means for enterprise managers to improve the level of enterprise management.As a large provincial state-owned enterprise,Lanshi(LS)group has nearly10,000 employees and more than 3,000 administrative personnel.Currently,LS group management has carried out the performance appraisal to the administration,although inspired part of the administrative staff's work enthusiasm,promote the promotion enterprise's economic benefit,but also exist single appraisal subject,performance indicators are not clear,evaluation method is not scientific problems,cause the administrative personnel working on performance appraisal is complaining and resistance,on the one hand,influence the stability of the enterprise administrative personnel team,on the other hand,restricted the enterprise human resources structure optimization and economic efficiency of enterprises growth.In order to further optimize LS group administrative personnel performance evaluation system,through questionnaire investigation and interview method,this paper firstly analyzes the LS group administrative personnel structure and characteristics,find the LS group,the problems existing in the administrative personnel performance appraisal to comb induction,the problems existing in the further analysis of the causes of the problem.Secondly,based on the performanceevaluation related theory and method of key performance indicators(KPI),the balanced scorecard(BSC),has been clear about the administrative personnel performance appraisal LS group guiding ideology,designed for high,middle,grassroots administrative staff performance appraisal index system,constructs the new LS group administrative personnel performance evaluation system.Finally,the design of the administrative personnel performance appraisal LS group optimization scheme,puts forward the concrete implementation preparation,steps,safeguard and evaluation,it is concluded that the enterprise administrative personnel performance appraisal is a process of keeping pace with The Times,the performance appraisal result should be closely integrated with the enterprise human resources management,performance appraisal must have special institutions and the corresponding system to ensure implementation of conclusion.Optimized LS group administrative personnel performance evaluation system,the purpose is to stimulate administrative personnel's work enthusiasm,the administrative personnel structure stability,promote the LS group,the realization of the strategic objectives,but also help stabilize the LS group,the current administrative structure,improve enterprise management level and economic benefits,for other large state-owned enterprises in our province more effectively on administrative personnel performance appraisal provides an important reference.
