The report of the 19th National Congress of the Party put forward a comprehensive strategy for rural revitalization in the light of the overall economic and social development.Rural infrastructure development is the strongest support for the overall task of rural revitalization and has a significant driving effect on rural economic development.Resolving the problems of infrastructure construction and public service supply is the key issue of realizing the strategic plan of rural revitalization.However,at present,a large proportion of rural public goods are not provided according to the wishes of farmers,but are "top-down" driven by local policies.The needs of farmers for public goods cannot be fully reflected in supply decisions.The result is that the satisfaction of farmers with basic public products is reduced.The important reason for the problem is that the participation of farmers in the supply of basic public goods is low,and the low level of participation leads to a decrease in satisfaction.The transformation from "supply-oriented" to "demand-oriented" rural infrastructure construction has not yet been realized.The efficiency of supply of rural grassroots public goods needs to be further improved.How to effectively promote farmers to participate in the supply of rural public goods and improve the efficiency of supply has become the key to solve the current imbalance between supply and demand of rural public goods.This paper takes the participation of farmers in the supply of rural public infrastructure as the research object,investigates the present situation of rural public infrastructure supply,and explores the key factors that determine the participation of farmers in the supply of rural public infrastructure in combination with theory and empirical evidence,and analyzes the deep causes of the formation of the problem.Then put forward some countermeasures.Firstly,based on field research data,this paper describes the participation of farmers in the supply of public products in rural sample sites,and compares and analyzes the participation of farmers in different regions,stages,and types of public infrastructure supplies.Secondly,the author constructs the theoretical analysis framework of the influencing factors of the farmer's participation in the supply of rural public infrastructure.Third,the design of research programs,using field research data,based on the analytical hierarchy process of fuzzy comprehensive evaluation,to measure the actual participation of farmers in all stages of the project,using the Logistic-ISM model to identify the key factors that affect the participation of farmers.And from the characteristics of the head of household,the characteristics of the rural democratic system and the status of infrastructure four aspects of rural public infrastructure supply farmer's participation in the impact of factors.The study found that:(1)There are three outstanding problems in the supply of rural public infrastructure:the poor willingness of farmers to participate,the generally low degree of participation,and the poor evaluation of supply quality by farmers.(2)There is certain heterogeneity in the participation of farmers in the supply of rural public infrastructure in different provinces and regions,in different types of public infrastructure,and in different stages of supply.(3)The social status of the head of household and the income level of the farmer's family are the deep root factors that affect the participation of farmers in the supply of rural productive and productive public infrastructure.(4)The inhibiting factors that lead to the low participation of farmers in the supply of rural public infrastructure mainly include the lack of awareness of farmer's supply subjects,the persistence of the "free rider",ideology,and the lack of rural capital stock.The lack of effective incentive system and channel of expression leads to the lack of external motivation of farmers 'participation;the rural grassroots participation system is not perfect.Finally,this paper puts forward the following policy suggestions for the results of empirical research:enhancing farmers 'willingness and ability to participate;we will improve farmer's participation in the supply mechanism and improve rural grassroots governance.
