| The rural land institution is not only a key variable affecting the poverty of farmers,but also a key variable influencing the future development trend of China.Under the guidance of the report of the 19 th CPC national congress,the strategy of rural revitalization and the strategy of resolutely winning the battle over poverty have overlapping impacts on rural society.There is no doubt that the rural land institution reform and the precision poverty alleviation are logically related.However,though there is the possibility of "integration and improvement",further researches have not yet emerged.Therefore,the research on the link mechanism between rural land institution reform and precision poverty alleviation is significant in theory and practice.In this paper,based on the logical analysis framework of "extraction of historical problems--exploration of link mechanism--condensation of link mode--analysis of cases",the following are conclusions:(1)Three internal reasons of link mechanism are pointed out at first.(2)As for link mechanism,on the one hand,rural land institution reform has its four core elements and four functions,which is the internal foundation for precision poverty alleviation.On the other hand,precision poverty alleviation provides broad space for deepening rural land institution reform in terms of resources and paths.(3)Collective asset income model,purchase service model,arable land circulation profit-making model and property right mortgage model are four typical link models,each of them is not isolated in the reality.(4)Based on the analysis of three typical cases of Liupanshui city,it is found that there are various problems such as the lack of supporting regulation supply,low link level,poor link sustainability and various risks.(5)Policy suggestions can be provided from improvement on the top-level design,platform construction,public service capacity building,risk prevention and control mechanism establishment. |
