Aim to settle the problem of urban and rural construction land growing together,our country proposed the policy of plus and minus hook between urban and rural construction land("change link"for short) in2004.This policy not only invigorated part of rural construction land, but also made farmers can share the urbanization benefits.However, in recent years, some local goverments excessively pursuit urbanization index, forcing farmers to go upstairs.Under the new situation, our government proposed to give farmers more property rights,properly improve farmers’ income; on the other hand, in December2013, for the first time since the reform and opening up,the central town working Conference reiterated the modern urbanization is the only way, but requires full respect for the wishes of farmers, adapting to the natural growth rate of urbanization. In this context, from the perspective of farmers’ willingness by conducting survey in farmers,studying the "change link" by empirical analysis is significant for the protection of the legitimate property rights of farmers.On the basis of reading relevant literature documents, data, statistical yearbooks, government work reports, the possible factors can be divided into individual factors, family factors, housing and contracted land condition, farmers’ will and policy factors. In the design of the questionnaire, the paper set farmers’ willingness as "the demolition " will and " build a new settlement " will, where " the demolition " will is in certain policy conditions that give some relocation subsidies, to solve part of the housing funds and life protection." build a new settlement " will is described by expected resettlement way and expect area.The data is from questionnaires, the survey questionnaires were distributed220copies and recovered210copies, of which202copies are effective.In this paper, first it summarizes the implementation of this policy in Zhejiang Province, Pingyang,Shuitou Town.Secondly, analyse the survey data and build mathematical model to conduct the analysis of farmers’willingness factors. Model analysis can be divided into three parts: The first is the use of multiple logistic regression model for studying the farmers "the demolition will" influence factor. Analysis shows, income from non agriculture, the total family income is higher, planning to purchase, with higher education degree, preferring to city life, not satisfied with the exsisting house are more willing to dismantle the old house; farmers who have more than one work, no pension, understanding the policy superficially want to understand the local policy in detail before making a decision.Second,using multi category ordered logistic model to analyse the factor of farmers’ resettlement way. Analysis results show that occupation, family population, labor force, pension insurance, farming distance has significant correlation with farmers’ expect resettlement way.Third, using multi classification logistic model to analyse the fact of farmers’ expecting area. Analysis results showed that the family who have more contracted land area, the qualifications for the senior high school and above, relocation compensation for cash compensation,and do not understand the policy more likely to hope placed100-120m2or120-140m2Finally reach the conclusion that is government should fully listen to the wishes of farmers,Strengthen and improve propaganda way.According to the different needs of farmers, make different resettlement plan. Let farmers in every class can really understand their own benefit. From the long-term mechanism,government should further broaden the revenue channels o of farmers in hilly area, improve the social security system.Farmers without any burn and can improve the living conditions are more willing to participate in the "change link".
