Research On Policy Implementation Of Rural Dangerous Housing Reform From The Perspective Of Precision Poverty Alleviation

The policy of reforming dangerous houses in rural areas is a policy of benefiting the people based on "expanding domestic demand,maintaining growth,protecting people's livelihood and maintaining stability".Its implementation effectively solves and improves the housing security problems of the vast number of poor people in rural areas,greatly improves the quality of life of the poor people in rural areas,and is conducive to solving the imbalance between urban and rural development in China.To promote the sustainable development of China's economy and society.In 2008,the Chinese government put forward the policy of renovating dangerous houses in rural areas,which was implemented nationwide in 2012,and achieved good results.Making a major strategic decision to win the battle against poverty in 2015 and making a solemn commitment to the goal of poverty eradication in 2020,that is,to achieve the goal of "no worries about food and clothing" for the vast majority of the poor people in rural areas by 2020,and to enjoy free compulsory education,basic medical security and "three guarantees" of safe housing in rural areas.The decision emphasizes the importance of the transformation of dangerous houses in rural areas for solving the housing security problems in rural areas.Priority should be given to solving the housing security problems of poor households who have built archives and licensed cards,increasing financial subsidies from governments at all levels,and effectively ensuring the housing security of poor households.However,with the actual implementation of the rural dangerous housing reform policy in various places,many deep-seated problems have been found,which seriously weaken the effect of the rural dangerous housing reform and affect the credibility of the government.Therefore,on the basis of studying the research results of precise poverty alleviation and rural dangerous housing reform policies at home and abroad,this paper investigates and visits a large number of poor households in rural dangerous housing.From the perspective of precise poverty alleviation,this paper studies the implementation of rural dangerous housing reform policy in A County,analyses the influencing factors of rural dangerous housing reform,and finds out the process of policy implementation.The outstanding problems existing in the analysis of the deep-seated reasons,from the system and put forward perfect countermeasures.It is mainly divided into seven parts:the first part is the introduction;the second part is the concept and theoretical basis of the rural dangerous housing transformation under the precise poverty alleviation perspective;the third part is the analysis of the implementation status of the rural dangerous housing transformation policy in A County;the fourth part is the analysis of the influencing factors of the rural dangerous housing transformation in A County;the fifth part is the rural dangerous housing transformation in A County.The problems and causes of the transformation are analyzed.The sixth part is the Countermeasures of the transformation of rural dangerous houses under the precise poverty alleviation perspective.The sixth part is the conclusions and prospects.
