With the in-depth development of the knowledge economy and the information age,the manufacturing industry is facing a transformation and upgrading,from traditional manufacturing to intelligent development.For enterprise transformation and upgrading,innovation is fundamentally driven.Communication manufacturing is both a manufacturing industry and a high-tech industry.Therefore,R&D investment as a major innovation tool plays an important role in the long-term development of the communications manufacturing industry.So,how does R&D investment affect business performance? How much does it bring to the communications manufacturing industry? At this stage,although China's communication manufacturing enterprises realize that enterprise development requires continuous R&D investment,they do not have a clear understanding of the role of R&D investment in corporate performance.Therefore,more comprehensive R&D investment indicators are included in the performance evaluation system.It is necessary to analyze and evaluate the positive impact of R&D investment on the performance of communication manufacturing companies.This paper takes the telecommunication manufacturing industry as the research object,chooses Huawei Investment Holding Co.,Ltd.as the case study object,analyses the far-reaching impact of R&D investment on performance and its important manifestation in the performance evaluation system.Combining with the characteristics of high R&D investment in the telecommunication manufacturing industry,it constructs a performance evaluation system combining EVA-BSC which reflects the impact of R&D investment on performance.Firstly,through collating the annual report data published by Huawei,this paper analyses the positive role of R&D investment in promoting enterprise performance.In order to highlight the impact of R&D investment on performance,ZTE,which is the same telecommunication manufacturing enterprise and has the same business as Huawei,is selected as the comparative object.Through the calculation and analysis of various indicators,it is concluded that R&D investment is better than ZTE in performance.Subsequently,through the analysis of Huawei's existing performance evaluation system,it is found that Huawei pays attention to R&D investment and continuously pours resources,but the relevant indicators of R&D investment are not fully reflected in the performance evaluation system.In the light of the outbreak of "American Sanctions ZTE",this paper argues that Huawei should construct a performance evaluation system that highlights R&D investment.Finally,this paper improves and optimizes the existing performance evaluation system,constructs a performance evaluation system that highlights the importance of R&D investment,and calculates the weight of each index by using the analytic hierarchy process.It is found that the new system can highlight the positive effect of R&D investment on Huawei's performance more than the traditional performance evaluation system.It also makes other telecommunication manufacturing enterprises realize the importance of R&D investment and continuously increase R&D investment in the future development to protect the long-term development of enterprises.The innovation of this paper is to construct a performance evaluation system which combines BSC-EVA with relevant indicators of R&D investment for communication manufacturing industry with high R&D investment.It assigns the largest proportion of R&D and innovation dimension besides financial dimension.It reflects the high R&D investment and quite important characteristics of communication manufacturing industry,and applies it to the case to enrich the performance evaluation of the combination of EVA and BSC.The application results of the system in relevant industry practice.
