In the domestic tobacco industry, the intensity of the reform has become further since China joined the WTO. As this, the cigarette industrial group of Hunan province carried a consolidation and reorganization, and Changsha Cigarette Company changed form a production management enterprise to a manufacturing factory. And that how to implement an effective performance management system to stimulate the enthusiasm, initiative and creativity of the employees sufficiently has become an urgent problem for Changsha Cigarette Company in this situation. The manufacturing center is a subordinate executive manufacturing institution of Changsha Cigarette Company. This paper took manufacturing center as its research object, and optimized the performance evaluation system of staff from the perspective of practice, with correlative theoretical tools.We analyzed the current performance evaluation system of manufacturing center by questionnaires and, found out seven problems and the reasons are various as four.According to the management idea of comprehensive performance management mode, our thought for the optimum design of performance evaluation system are as follows: First of all, design the performance index according to enterprise, department and staff three levels. Second, construct the KPI of the enterprise level according to the enterprise's annual targets, with the method of balanced scorecard and KPI. Third, construct KPI of the department level with the method of balanced scorecard. Fourth, break down the KPI of department level into the KPI of staff level. On the choice of performance index and the design of weight, for the KPI of enterprise level, we think we should choose index from four dimensions: finance, customer, internal operation, learning and development. When definite the KPI and weights of department and staff, we should exchange ideas with relative department, considering advanced level of the industry, as well as the actual situations of other advanced cigarette companies. But when we drew up performance index for specific post, we should think from two aspects, concerns of the results and concerns of actions, and determine different weights of result index and action index for different levels and different responsibility scope.After drawing up the performance evaluation system, the implementation is anther focal point of this paper. As a relatively complete system, the implementation of performance evaluation should follow the flow as follows, the choice and training of evaluating object—collecting the information of evaluating object—performance evaluation—feedback and interviewing of performance evaluation results—implementation of performance evaluation results. And we should ensure the implementation from personnel, system and organization three aspects.In our country, tobacco enterprises are monopoly and state-owned, so the problems of performance evaluation system in the manufacture center of Changsha Cigarette Company are specific, with some representation. In this paper, we did some preliminary research about the optimization of performance evaluation system, and gave some suggestions about it. Maybe the suggestions are useful for similar enterprises.
