Building an internationally competitive manufacturing industry is the only way for countries around the world to upgrade their national strength, safeguard national security, and build a world power. In order to enhance the competitiveness of the German manufacturing industry, the German government proposed the concept of Industry 4.0 in 2013,emphasizing the use of information technology to promote the transformation of the manufacturing industry and promote innovation.Nowadays, informationization, digitization and artificial intelligence have become the symbol of the times.Innovation has become a key element of the modern economy.Since the reform and opening up,China's manufacturing industry has continued to develop rapidly. However,China's manufacturing industry still lacks core technology, and the gap is obvious compared with the world's advanced level. In 2014,the State Council of China proposed the concept of “Made in China 2025”,emphasizing relying on reform and innovation to promote the transformation and upgrading of China's manufacturing industry.Premier Li Keqiang also proposed to build a manufacturing industry, hoping to achieve deep integration of information technology and manufacturing.Under the era of Internet +,information communication technology has become an important driving force for enterprise innovation and economic progress. How to use information and communication technology to promote the innovation capability of China's manufacturing enterprises and enhance their innovation performance is the key to promoting the progress of China's manufacturing industry. This paper analyzes the impact of the adoption of information and communication technologies on the innovation performance of China's manufacturing enterprises. This paper first reviews and combs the relevant theories and literatures on the impact of information communication technology on the innovation performance of manufacturing enterprises.Based on this, the research hypothesis and research model are proposed. Then, based on the sample data of 958 manufacturing enterprises in China, analysis. The empirical analysis of this paper is mainly divided into the following parts: First, the measurement of enterprise innovation performance. This paper selects DEA method to measure the innovation performance of sample enterprises, and adds a single index to the robustness test to measure the innovation performance.Second, the evaluation of the adoption of enterprise ICT.This paper selects 17 indicators that reflect the adoption of ICT in enterprises, including: The degree of ICT's support for five major types of business activities, the adoption of various communication media and technologies, such as mailboxes, electronic data interchange systems etc.The degree of ICT's support for the eight key corporate activities. These are divided into three factors by factor analysis, and the cumulative contribution rate Up to 66.079%,and the three factors are named Resource Acquisition(Acce),Business Cooperation(Co)and Organizational Communication(Tel),as the three independent variables of this paper. Then, through the establishment of multiple regression models, the impact of the adoption of information communication technology on the innovation performance of enterprises is tested. Then, based on the previous chapter's empirical evidence,it is tested whether the external competitive environment and the degree of internationalization of enterprises have a regulatory effect between the adoption of ICTs and the innovation performance of enterprises. The main conclusions of this paper are as follows: First, the adoption of information communication technologies has a positive impact on the innovation performance of manufacturing enterprises.Second, the external competitive environment of enterprises has a positive adjustment effect between the adoption of information communication technologies and the innovation performance of enterprises.Third, the degree of internationalization of enterprises has a positive adjustment effect between the adoption of information communication technologies and the innovation performance of enterprises.
