| G city tap water company is a century-old enterprise.It is a typical state-owned enterprise of public utilities.For a long time,it has the characteristics of natural monopoly and administrative monopoly,and does not participate in market competition.As a result,the service consciousness of the company is weak.The company faces more service complaints.The main reasons are: 1.Objective reasons.The expansion of water supply network,water price adjustment,meter reading to households and the increase of urban population,etc.2.Subjective reasons: the public’s expectation of service level is constantly improving.D Water Supply Company is one of its branches,which is responsible for about 1.15 million m3 of the daily water supply,accounting for about 25% of the company’s water sales,and undertakes a large number of after-sales services,such as meter replacement,water quality complaints and network leakage.By outsourcing non-core business and utilizing the cost advantage brought by social division of labor,the operation cost of enterprises can be effectively reduced,so that enterprises can better gather resources to develop core business and improve the core competitiveness of enterprises.It is imperative to outsource non-core business,but whether it is within the enterprise or industry standards,for outsourcing project management quantitative evaluation system,in view of this reason,it is necessary to establish a practical evaluation system,which is also the problem to be solved in this study.Based on the analysis of relevant literature,this paper lays a theoretical foundation for the study,on this basis,through interviews with experts,questionnaire collation,find out the D water supply company large caliber meter replacement outsourcing project management problems.In order to solve this problem,this paper designs a water meter replacement outsourcing project evaluation system on the basis of existing literature.,and each level indicator is obtained by analytic hierarchy process(AHP).The judgment matrix and the weights are calculated and sorted.After the establishment of the evaluation system,the management of the water meter replacement outsourcing project is tested to assess the implementation effect of the evaluation grid system,and suggestions are put forward for D Water Supply Company for the outsourcing project,so that the whole project from start to finish the whole life cycle management index quantification,management work to form a closed loop.It can also provide useful reference for the same industry. |
