With economy developmentand the pressing demand of science and technology,China’s Large research infrastructures came into being.They are playing an important role in supporting the development of economy and society,national security and scientific and technological progress.According to the national deployment,Chinese Academy of Sciences(CAS)has established a number of major scientific facilities.These infrastructures greatly improve china’s international status and R&D capabilities in the leading basic research,a number of fruitful achievements have been published under them.This thesis is based on Meridian Space Weather Monitoring Project(or Meridian Project),which is one of the China’s Large research infrastructures in the 11 th Five-Year Plan,Its construction started in January,2008 and was finished in October,2012.Then Meridian Project was put into formal run.Large research infrastructures are important symbol of a country’s scientific and technological level and comprehensive strength.CAS is the backbone of the constructions and operations of China’s Large research infrastructures.After the completions of the facilities,how to establish an effective comprehensive evaluation mechanism for operation and management is the guarantee for sustainable and stable operation of the facilities.The main work listed as follows:Firstly,The development processes and characteristics of Large research infrastructures,especially Meridian Project,were introduced.The importance of comprehensive evaluation Large research infrastructures was pointed out by analysis.Through extensive literature review,full investigation,brainstorming and other methods,the current situation of the operation and management of the Meridian Project was analyzed,and the key factors that affected the operation management were found out.Secondly,Through in-depth analysis of key factors,the overall framework and direction for the comprehensive evaluation of Meridian Project was established,the principles and objectives of the comprehensive evaluation system was determined,a two-dimensional evaluation system,five evaluation direction were designed,and the evaluation index was selected.Thirdly,Through the study on the existing evaluation methods AHP-fuzzy comprehensive evaluation method was determined to do the modeling and calculating the index weight.Then a comprehensive evaluation system for the operation and management of Meridian Project was constructed with.The system was verified by empirical analysis,the feasibility of model and method we used was also verified.In this thesis,a comprehensive evaluation system for operation and management of Meridian Project was constructed with using the model and evaluation method for project management and scientific and rational allocation of index weight.The system is reasonable,feasible and maneuverable proved by practical applications.,For Meridian Project,the system standardizes the operation procedure,improves data quality,strengthens the operation management,and promotes the stable operation Meridian Project,arises the output of scientific data and scientific achievements.
