Research On Project Management System And Evaluation Of Hebei Province A Based On Agent Construction

Agent construction system is an important project management mode of government-invested construction projects in our country.Its purpose is to transfer the management of government-invested construction projects(especially some non-operating government-invested projects)to specialized project management units instead of owners to take charge of the project construction management by means of bidding or direct entrustment.Organize the implementation work.In order to solve the problems of lack of professionalism,low management performance and effective risk prevention mechanism in the process of government investment and construction project management,the project management ability of agent construction units will become an important factor affecting government investment projects.Therefore,from the perspective of the agent,it is urgent to build a scientific and reasonable project management system and self-evaluation system.This paper starts with the analysis of the current implementation of the agent system and the problems existing in the agent construction market.The overall model of the project management system of the agent is constructed from the three aspects of the structure,procedure and content of the project management system.Then from the actual point of view of Hebei Province A project,the problems of A project in the implementation process are analyzed from three aspects of the project management system.Then,according to the problems of Hebei Province A project,the project management system and self-evaluation system for the agent are constructed.Based on the nature of the agent and its functions in the government investment project,combined with the relevant theories of the project management system,scientific,objective,comprehensive and reasonable evaluation of project management capabilities of agent construction units,and fuzzy comprehensive evaluation method to establish a fuzzy evaluation model for project management capabilities of agent construction units.Finally,according to the self-evaluation model of the project management system of the agent construction unit,the empirical research on the project A of Hebei Province is carried out,and the applicability of the self-evaluation model of the project management system of the agent construction unit in this study is further demonstrated,and the operation of the evaluation model is specifically demonstrated and calculation process.At the end of the paper,the conclusion of the research and the prospect of this kind of research are made,which provides some exploratory methods for giving full play to the role of agent construction project management mode in government investment projects in China.
