Policy Research For "One Village One Product" Industrial Poverty-aid In Xinyu City

The General Secretary Xi Jinping has pointed out that industry development is the basic solution to overcome poverty.This article has applied anti-poverty & public policy appraisal theory to(1)carry out in-depth survey for “one village one product” industrial poverty-aid policy in Xinyu.(2)Analyze poverty scope & reason in Xinyu(3)generalize basic constitution for “one village one product” industrial poverty-aid policy(4)Summarizing systematically for implementation path & effect for povertyaid policy(5)analyzing problem and related reason during implementation process and(6)proposing countermeasure suggestions for policy implementation.This study has believed that some good effects have been obtained for “one village one product” poverty-aid policy in Xinyu and there are still some problems,such as:(1)non-enough implementation for poverty-aid policy(2)non-outstanding advantage for poverty-aid industry(3)non-obvious effect for poverty-aid motivation(4)non-precise using for poverty-aid funds(5)non-smooth channel for poverty-aid & income increasing,all of these problems have influenced the effect seriously.In order to make the suggestions to be more pointedly and maneuverability.This article has checked the personal reason from government according to above problem including: no systematical thinking for government to implement poverty-aid policy,lack of reformation power to improve industry development,less policy motivation for government to develop leading company,non-problem orientation during poverty-aid funding process form government and lack of sharing concept during poverty-aid task implementation process.Poverty alleviation work has entered into a critical period.In order to fully release the benefit for poverty-aid policy and promote this decisive battle to poverty,this article has insisted problem-orientation and stood in the actual situation for Xinyu.That proposed six suggestions,including:(1)establishing systematical thinking and motivating the implementation for poverty-aid policy;(2)improving reformation & cultivating industrial competition advantage;(3)strengthening policy leading and encouraging poverty-aid effect for leading companies;(4)persisting problem-orientation and offering funds support for production development of poor family;(5)implementing sharing concept and establishing effective benefit-sharing mechanism;(6)strengthening organizational leadership to offer organizational support for policy implementation.
