Research On The Practice And Effect Of Poverty Alleviation In Poor Ethnic Minority Villages

In 2013,General Secretary Xi Jinping first proposed a precise concept of poverty alleviation in Shibadong village,which is located in Shuanglong town,Huayuan County,Hunan Province.Industrial poverty alleviation is an important way of changing"Shu Xue Shi"poverty alleviation into"Zao Xue Shi"poverty alleviation.In the past six years,a variety of industrial practices has been carried out all over the country for poverty alleviation.Poverty alleviation has obtained remarkable results and effects.China’s 832 poor counties have developed 14,000 leading enterprises at or above the municipal level and 682,000 farmers’cooperatives.92%of poor households have participated in industrial development,and more than two-thirds of poor households have been driven by new business entities^[1].Shibadong is a poor village inhabited by Miao ethnic minorities.The poverty degree is deep and the impoverishment rate is high.The poverty area is wide and the poor population is distributed amid richer populace.As targeted poverty alleviation in China is initiated here,Shibadong village has attracted much attention.This paper made an in-depth analysis of three modes of industrial poverty alleviation in Shibadong village,namelygovernment-led,enterprise-led and resident-led.This paper described the specific practice of industrial poverty alleviation in shidong village in detail,so as to provide industrial poverty alleviation experience for other similar poverty-stricken villages.This paper used empirical analysis to analyze the effect of industrial poverty alleviation in shidaidong village.It also used the Heckman two-stage model to analyze the willingness of farmers to participate in industrial poverty alleviation and the significant factors affecting the per capita income of farmers.The degree of awareness of industrial poverty alleviation projects and the degree of sustainability of industrial poverty alleviation have a significant positive impact on the willingness of farmers to join industrial poverty alleviation.The sustainability of industrial poverty alleviation has a significant positive effect on the per capita income of households.The number of defects has a significant negative influence on the per capita income of farm households.Through qualitative and quantitative analysis,Shibadong village industry has achieved remarkable economic effect,social effect for poverty alleviation and industrial efficiency.The paper also pointed out that poor households in Shibadong villagestill needs to enhance participation in industrial poverty alleviation.And industrial poverty alleviation in Shibadong is still faced with outstanding problems,such as lack of industrial professional talents,the difficulty in market financing and deep processing industrial chain still needing further perfection.Finally,the optimization strategies of industrial poverty alleviation include strengthening government policy support,optimizing the financing platform of industrial poverty alleviation,integrating resources to promote the integrated and coordinated development of primary,secondary and tertiary industries,strengthening the cultivation of industrial poverty alleviation talents,and improving the dynamic mechanism of industrial poverty alleviation.
