Study On The Transfer Of Rural Land Contract Management Right In Bazhou District

In order to solve the current plight of the transference of rural land contractual management rights in Bavaria,this paper conducts field visits and investigations on the transference of rural land contractual management rights in Bazhou District,Sichuan Province,and finds out the main problems existing in rural land circulation in Bazhou District.And difficulties.The power of land contractual management rights is unknown,and the problem of unsound land transfer markets is more prominent.At the same time,it is difficult to control the cost reduction and efficiency increase,the lack of agricultural funds,disputes over the return of land,and improper disposal of agricultural facilities.Through summarizing the experiences and deficiencies in the trial process of the transfer of land management rights,we have found solutions to promote the trial development of rural land contractual management rights in Bazhou District and the formation of standardized procedures.At the same time,we have innovated the transfer of right to land contractual management rights in Bazhou District.The institutional mechanisms of the process and the institutions that service the transfer of rural land contractual management rights provide a platform for the transfer of land contractual management rights,and actively promote the establishment of assessment methods and rules for the transfer of land contractual management rights in Bazhou,and increase the number of new agricultural management entities.Input,encourage moderate scale operations,stimulate its endogenous driving force for modern agriculture,promote the process of agricultural modernization,increase farmers' incomes,improve the quality of life in rural areas,and use the experiments in Bazhou to provide some references for the reform of land circulation in China.From the perspective of research background and significance,the problems faced in the transfer of rural land contractual management rights at home and abroad were reviewed,and the solutions to the problems were presented.By analogy to the current status of land circulation in China,the analysis of the land circulation in the Bazhou District before the establishment of the pilot area was conducted.After the implementation of the approach,atthe same time,through the introduction of Zhangze and Taki Case,summed up its advantages and shortcomings,combined with the current status of China's land contractual management right transfer,put forward appropriate countermeasures and recommendations.The first is to improve the laws and regulations on land circulation and promote the revision of the original land system to avoid conflict between laws and regulations in the new situation,hindering the effectiveness of the reform;second,establish an effective policy implementation and supervision system to ensure central policy Implementing it at the grass-roots level;thirdly,it aims at preventing and resolving various contradictions that may occur after land transfer;Fourth,for financially weak areas such as Bazhou,this level of financial input is greater at the level of agricultural industrialization.,Request the provincial finance to increase the special financial support for the development of agricultural industrialization;Fifth,while reducing the cost is facing huge resistance,at the same time,focus on increasing production and efficiency,encourage the priority to develop industries with good economic benefits and suitable conditions.
