With the change of internal and external structure in the process of economic development,the extensive development model characterized by the consumption of natural resources no longer has a comparative advantage.At the same time,a series of development problems such as single industrial structure and insufficient market vitality caused by the resource-oriented growth model are becoming more and more serious.In order to prevent resource depletion in resource-based areas and to prevent the emergence of "resource curse",the industrial transformation of resource-based areas in the western region is imperative.Innovation can better promote economic growth and promote social progress.Reduce the degree of dependence on resources in resource-based areas.Therefore,relying on innovation to drive the industrial transformation of resource-based areas is its inevitable choice.In view of the reality of the western resource-based areas,the paper summarizes the domestic and foreign research results on regional innovation system,industrial transformation and other research results,and finds out the defects in the current research and practice of the resource-based areas.And with this as the focal point,this article first from the theoretical research aspect,the industry transformation research and the innovation system related theory amalgamates each other,establishes the coordination relation between the two,Then,a collaborative evaluation model based on innovation system is constructed to analyze the impact of innovation system on industrial transformation in resource-based areas.The main conclusions are as follows:First of all,the degree of synergy between innovation systems and industrial transformation fluctuated back and forth between integrity and negative values between 2002 and 2008.After 2008,the synergy between the two systems has changed to positive value,and shows an increasing trend year by year.Second,as far as the root of the incoordination between innovation system and industrial transformation is concerned,it may be that most enterprises measure the gains and losses of the enterprises according to the income of the current enterprise transformation.Secondly,because the investment in the innovation system is relatively large for enterprises,and the period of time required is relatively long,therefore,such investment may not necessarily be realized in that year.This may lead to the enterprise's industrial transformation and innovation system presents the opposite trend of change.Third,as far as the coordinated development of innovation system and industrial transformation is concerned,whether the degree of cooperation between the two systems is positive or negative,it can show the synergy between the two.At the same time,in recent years,the degree of collaboration between innovation system and industrial transformation has shown a trend of increasing year by year,which shows that the two subsystems can develop harmoniously.According to the conclusion of the empirical study,this article from strengthening the basic research,paying attention to the original innovation,introducing high-level talents,leading the development of industry,strengthening the innovation subject position of enterprises in resource-based areas,supporting enterprises to carry out innovation research,Actively promote mutual collaboration in different fields,implement collaborative innovation among different industries,accelerate the transformation of government functions,and create a good innovation environment for innovation research,Some countermeasures and suggestions are put forward to effectively promote the industrial transformation and innovation-driven integration development in the resource-based areas of the western region.
