The core of the economic transformation of resource-based city is industrial transformation,which include the upgrading of industrial technology,the extension of the industry chain and the development of the substitute industry.It mainly manifested that the transformation from the traditional and backward technology to high technology,from the extension of the industrial chain of low-end to high-end industrial chain,from low value-added products to high value-added products,from the original industry to substitute industries,and from non-ecological to ecological development etc..Compared with other cities,now the economic transformation of resource based cities face another obstacles as "professional lock","resource curse" and falling into a "middle-income trap" stagflation rules,The deep-seated contradictions in which economic development is more difficult and the constraints of industrial transformation is more complex.Therefore,the demand of innovation to drive economy endogenous growth is urgent.The practice of foreign resources based city's successful transformation proves that the innovation ability greatly improved is the key to the success of industrial transformation.Both relying on independent innovation to upgrade traditional industries and develop emerging industries,or relying on the transfer of industry to develop emerging industries,to promote the transformation of resource-based city,all cannot do without through the cultivation of innovation ability to enhance the technical level of matrix.And a large number of studies show that,innovation is a complex nonlinear process,which is the result of the interaction of geographical specialized and interrelated enterprises,universities,research institutions and intermediary agencies as many participants and many links.These factors constitute the regional innovation system which support and produce innovation.Based on the above purpose,from the perspective of regional innovation system,this paper select Tongling which is an metal resources type city as an example,have comprehensively analysed on the status of the regional innovation system and industrial transformation,and have constructed the theory frame of industry transformation of resources city based on the theory of regional innovation system theory.And then the theory was used in the researching on the industry transformation of resources based city.The thesis have focused on the following three main aspects:(1)This paper from the perspective of the human-land system investigate the internal relation and reveal the interaction mechanism of coordination and coupling between regional innovation system and resource city industrial transformation.By building the evaluation index system,adopting the entropy method and using the coupling-coordination degree model,the development index and the coupling-coordination degree of regional innovation system and the resource city industrial transformation in 2008 to 2013 about Tongling are measured,evaluated and compared.The research shows that in the conditions of industrial transformation policy implementation and regional innovation system construction,the indexs of regional innovation system and industrial transformation are rising and the coupling-coordination degrees have risen from low level to high level over the medium stage directly,which show the characteristics of evolution to be nonlinear.Finally,according to the conclusion,the relevant suggestions are be discussed.(2)Based on the theoretical analysis of the literature and the reference of the research or practice on the theory about industrial chain of domestic and foreign.This paper put forward 5 dimensions of industrial chain,and further define and expound the concept and connotation of resource-based industrial chain.Through the qualitative analysis from the factors,dynamics and process,the paper reveal the evolution mechanism and governance model of resource-based industrial chain.Based on the 5 dimensional perspective of the industrial chain,the upgrade path of the resource-based industrial chain is constructed.On this basis,the paper select Tongling as the non-ferrous metal resources city as an empirical example to research.From three aspects of the extension,expansion and integration of resource-based industrial chain,the specific ways and strategies for the upgrading of the copper industry chain were gived.(3)On the basis of industrial ecology theory,from the perspective of technology innovation,this paper expound the connotation of the relationship between industrial ecology and biochemical technology innovation,classify the biochemical technology innovation system detailedly.And select Tongling as metal resource-based city to research.Through qualitative analysis and technical analysis of industrial ecological conditions,resources metabolic flux and industrial comparative advantage,the key part of agriculture,industry and service industry are researched respectively.And The main paths of ecological development of various industries are proposed.These results can provide the theoretical basis and practical reference for researching industry transformation of resource-based city.
