Study On Industrial Transformation Of Resource-typed City

November 12, 2013 the State Council printed and distributed a circular on "national resource-based sustainable urban development plan(2013-2020)", the plan states: "resource-based cities(including ground-level cities, regions and other prefecture-level administrative region and county-level cities, county and other county-level administrative region) in the region rely minerals, forests and other natural resources which are mined and processed. Resource-based cities as an important energy resource strategy support bases, are an important support of the economy which is sustained and healthy. Promoting the sustainable development of resource-based cities can accelerate the transformation of economic development and achieve the goal of building a moderately prosperous society. It can also promote coordinated regional development, and promote industrialization and new urbanization and maintain social harmony and stability and build an ecological civilization. " In this context, exploring a real path to resource-based cities can promote industrial restructuring,which is crucial.From the perspective of industrial organization model,we study on the resourcesbased cities and discuss the mechanism of industrial organizational model for industrial transformation deep. First of all, according to the life-cycle theory and the relationship between emerging industry and traditional industry, we divide the process of resourcebased cities of industrial transformation and discuss the industrial organizational model on a step by step.We analyze it by evolutionary game theory. We got three different periods of innovative industrial organization model. Then we put in Tangshan city as an example of the related empirical research, so we can further verify that which rational industrial organization model can promote the process of industrial transformation of resource-based cities and unreasonable industrial organizational model can hinder the process of industrial transformation of resource-based cities.Finally, We propose to build Tangshan modular industrial network organizational model and point out that the relevant government measures,which provides a new way for resource-typed city of Tangshan industrial transformation, but also provides a new perspective for the other resourcebased urban industrial transformation and enriches the theory of industrial transformation of resource-based cities.
