The Synergetic Development Of Resource Region's Industrial Transformation And Technological Innovation: In The Perspective Of Ecological Civilization

In the realistic background of the adjustment in the global industry,the transformation of domestic economy and the exhaustion of the resources,the transformation resources region become more and more important,and the urgency is also growing.Dependence on resources and the extensive mode of development,make the region are in the resource curse.And the lack of the technological innovation make the situation worse.So,the sustainable development of resource regions is the way to realize that the economy is increasingly driven by innovation.Therefore,the key of this article is to distinguish the resource region,understand the different parts of its present situation and existing problems,and use it as the starting point of theoretical analysis.Because the green technological innovation is the activities of new innovation from the horizon of ecological civilization,so we use the green technological innovation to present the innovation of ecological civilization.In the second and third part,we construct the mechanism of the synergetic development between industrial transformation and technological innovation.Firstly,we use the system theor y,synergetic theor y,the theory of industrial transformation,the theory of technology innovation,and base on the ecological civilization to interpret the dynamic mechanism of industrial transformation and technological innovation,and the purpose of the this dynamic mechanism is to provide theoretical basis for the policy.From this way,we construct the model between industrial transformation and technological innovation.The synergetic development between green industrial transformation and green technological innovation,form a dynamic network which factors promote and cooperate with each other,which can reveal the operation mechanism of the synergetic development between industrial transformation and technological innovation.Green technological innovation mainly affect the industry transformation through 3 kinds of ways.And the green industrial transformation mainly affect the technological innovation through 7 kinds of ways,which can trigger a new round of green technological innovation.By using the theories of super cycle,we explain the process of synergetic development.Through corresponding to the present situation and stage of the synergetic development,we can put forward a higher level of reasonable suggestions.The theory which mentioned above is not enough to draw a conclusion that whether resource regions form the synergetic development between industrial transformation and technological innovation or not.So the forth part focus on the empirical analysis.The empirical analysis mainly uses the synergetic degree model,and supplemented with regression analysis.Through constructing the index of green industrial transformation and technological innovation in different regions,we measure the synergy degree.Then we select Shanxi Province to make up for the analysis.As the typical resource region,the output value of the resource industry is more than 90% in Shanxi Province.According to the connection degree of the coal industry,we build broad industry chain,which make the conclusion more accurate.Through the empirical analysis,synergy degree of Shanxi Province,Dongying city is on the rise.However,the fluctuation of synergy degree of in Huainan city is bigger.Even though the green technological innovation synergy in Huainan City is higher,the synergy degree of industrial transformation is low.Through the further analysis of the data we find that the root causes of the low synergetic level between technological innovation and industrial transformation are the lack of green technological innovation,and the effect of the industrial structure is weak.However synergy degree in Puyang City and Jiaozuo City is mostly negative,which indicate that the interaction of industrial transformation and technological innovation is not obvious.And the reason is that the synergetic development industrial transformation is not high and slower,which weakening the leading role of technological innovation.Therefore,we think that it is necessary to make full use of the relevant dynamic factors,construct “Government – Industry – University – Research Institutions”,and improve the capability of the technology innovation.Meanwhile in order to reduce the resistance of industrial transformation,the government departments also need to improve the market mechanism and the industrial facilities,and expand financing channels.
