The Study Of Inland And Outward-oriented Economy Development In Henan Province Under The New Opportunities

The Third Plenary Session of the 18 th CPC Central Committee proposed to build a new outward-oriented economy,"grasp the opportunities of global industrial relocation,promote the coordinated development of inland trade,investment,and technological innovation" and "form a system and mechanism conducive to promoting the development of inland industrial clusters." The Third Plenary Session of the 18 th CPC Central Committee made comprehensive arrangements for upgrading the level of the outward-oriented economy and opening up the interior and sounding the rallying call for opening up the interior.How to effectively open up the outward-oriented economy has always been the priority of the state.Expanding the opening up of inland and border areas is a major strategic plan made by the central government in the new era to implement all-round opening up.With the deepening of economic globalization and regional economic integration,more and more countries and regions have continuously implemented the strategy of opening up to the outside world in order to better promote economic development and proactively participate in international division of labor and cooperation.With responding proactively to the call of the National Committee of CPC,the Henan Provincial Party Committee intensified great efforts into implementing the open-minded main strategy,actively carried out industrial transfer,and fully integrated the 'Belt and Road' construction to accelerate the construction of the Zhengzhou Airport Economic Comprehensive Experimental Zone as a breakthrough.We have improved the open carrier platform and broadened the field of opening up.We have also optimized the environment of opening up and established a new outward-oriented economy to build a highland for inland open economy.Henan Province is the core of the Central Plains Economic Zone.It is an important transportation center and logistics hub of China.It relies on Zhengzhou Airport Economic Comprehensive Experimental Zone,Henan Free Trade Zone,China(Zhengzhou)Cross-border E-Commerce Comprehensive Experimental Zone,and Zheng Luo Xin National Independent Innovation Demonstration Zone.Fully integrated into the “Belt and Road” construction,Henan's outward-oriented economic development has ushered in a new development opportunity.How to seize the strategic opportunity of China's expansion and opening up in the new era,give full play to the regional advantages of Henan Province,and build an open-ended economic system with internal and external interactions has become an important task for economic development of Henan province.This paper firstly combs the domestic and foreign related research results in the development of outward-oriented economies,and then analyzes the current situation of the development of outward-oriented and inland economy in Henan Province from four aspects: foreign economic trade,foreign investment in actual use,international tourism and foreign economic cooperation.The degree of dependence upon foreign trade,foreign capital dependence and tourism openness were evaluated in the inland and outward-oriented economic development level of Henan Province,and compared with five other provinces in central China.The results show that the outward-oriented economy of Henan Province in the six central provinces is not as good as those of Hubei Province and Anhui Province,and the development is relatively lagging behind.The development of outward-oriented economy varies widely in the different provincial-administrative regions.Through the analysis of the motivation of the inland outward-oriented economic development in Henan Province,we have identified the macro,medium and micro factors of Henan's participation in the international division of labor.Through the analysis of the resource elements of Henan Province under the new situation,.we have classified the comparative advantages and weaknesses for developing the inland outward-oriented economy.On the basis of the analysis and comparison of the experience of other inland cities at home and abroad to develop an outward-oriented economy,we finally put forward the countermeasures and suggestions for the development of the inland outward-oriented economy in Henan Province under the new opportunities.
