With the development of economy and the planning and construction of national urban agglomerations,the imbalance of regional development and the problem of urban traffic congestion are widespread.Building a subway is of great significance to alleviating the pressure on urban ground transportation,guiding the optimization of urban spatial layout,and improving the quality and efficiency of public transportation.However,the construction of the subway is huge and the operating costs are high,so as to maintain the benign operation of the metro enterprises and ensure that the subway provides safe,efficient and high-quality services.The capital investment of the subway project is very large.The operation and maintenance cost in the later stage of operation is particularly high.The main ticketing income is low.The government-guided price of the fare cannot truly reflect the operating cost of the enterprise.The total revenue and expenditure ratio of the national subway operation line is 54%.The national metro enterprises are generally unable to make benefits.Xiamen Metro Line 1 is facing a huge annual policy loss when it start for operation.The initial loss is 350 million per year,and the loss is related to the opening of the operation line.The loss will gradually increase.In today’s market-oriented operation,even urban rail transit operators that are not profit-oriented,if they suffer from serious losses and rely on government subsidies for a long time,their survival will also be threatened,let alone the healthy development of enterprises.Based on the discussion of the composition and control theory of rail transit operation cost,this paper takes Xiamen Metro Line 1 as the research object,and uses the theory of cost control theory,cost quota management and standardized operation management to construct the operating cost components of Xiamen Metro Line 1.The operating cost characteristics and the influencing factors of the subway operation cost control are analyzed in a targeted manner,and the controllable costs such as “labor cost,energy cost,maintenance cost” are controlled,and a reasonable and effective cost control strategy for urban rail transit is proposed: 1.Optimize production staffing to reduce labor costs;2.Study subway energy conservation and consumption reduction measures to reduce energy conservation costs;3.Optimize “operating cost ratio” by multiple measures;4.Establish cost monitoring system to implement fixed cost assessment.Taking these measures can maximize the economic benefits of rail transit,and finally realize the sustainable development of rail transit operators,and have important theoretical guidance and practical reference for the operation cost control of Xiamen Metro follow-up lines.
