With China's economic and urbanization development,,In major cities,population gathering is obvious.Meanwhile the urban public transport is under unprecedented pressure by this society situation,traffic congestion has become a hard case on controller city the urban governance side.The subway as a convenient,environmentally friendly,large capacity of modern transport,can effectively reduce the pressure on urban public transit.And subway construction is a large,complex systems,large investment and long construction period,many participants and many companies are involved,and it needs professional project managers and management methods to manage it scientifically,to achieve project targets of time and quality on time.In our country,in every city,Metro project investment is increasing more and more in recent years,such as Chengdu,in 2017,13 metro lines under are constructing,the total mileages are around 450 km,and totally 46 lines was granted in the future,total mileage will reach 2450 km.The construction of such a large number of projects,to establish a sound and comprehensive project cost management system and comprehensive project cost management mechanism become necessary for engineering companies,and it is also an important part of enterprise to reach the development in a competitive environment.Based on the analysis of the current cost control management system,from the cost control management perspective,this paper introduces the value chain management concept to expand the scope of project cost management,and combines the both for the management of project cost control analysis.Secondly,through the analysis and Research on the current situation of project cost management,this paper finds out the problems existing in the project cost management,analyzes the value chain of the project,and finds out the main business flow of the project.It also makes an analysis of the cost of each business flow,and carries on the cost driver elements analysis,and introduces the project activity cost management method.Combined with the A project examples,the project in accordance with the division of functions for management center,technology center,site management center,logistics center,and then confirm the operation center and calculating cost,find out the weak links of cost control in non value-added operations,and gives the improvement suggestions and measures.
